NHAI seals access to under-construction Bilaspur–Urga Highway, warns of strict action against violators

Synopsis

NHAI has prohibited all public and private vehicle movement on the under-construction Bilaspur–Urga section of NH-130A, part of the Raipur–Dhanbad Economic Corridor under the Bharatmala Pariyojana. All entry and exit points have been sealed, with CCTV surveillance being installed to prevent unauthorised access. The stretch remains exclusively reserved for construction personnel, machinery and project-related vehicles until commissioning. The authority has warned that violators will face legal action and urged motorists to use designated alternative routes.

The National Highways Authority of India (NHAI) has tightened safety measures on the under-construction Bilaspur–Urga section of National Highway-130A by completely prohibiting public access to the corridor. As construction progresses on this strategic stretch of the Raipur–Dhanbad Economic Corridor under the Bharatmala Pariyojana, the authority has sealed all entry points and warned that unauthorised access will invite legal action. The move is aimed at ensuring worker safety, preventing disruptions to ongoing construction and facilitating timely completion of the highway project.
The Bilaspur–Urga highway is still under construction and has not yet been opened for public traffic. According to NHAI, the corridor is currently meant only for authorised project personnel, construction equipment and vehicles directly involved in executing the project. Restricting public movement is expected to create a safer working environment while allowing construction activities to proceed without interruptions.
To enforce the restriction, NHAI's Project Implementation Unit in Korba has sealed all entry and exit points along the under-construction stretch. The authority is also installing a comprehensive Closed-Circuit Television (CCTV) surveillance system across the corridor to strengthen monitoring and detect any unauthorised entry in real time. These measures are intended to improve site security and ensure strict compliance with the access restrictions.
NHAI has made it clear that anyone found entering the restricted construction zone without authorisation will face legal action under the applicable rules and regulations. Officials noted that unauthorised movement on an active construction site poses serious safety risks not only to the individuals involved but also to workers operating heavy machinery and executing critical engineering activities.
The authority further stated that unauthorised access could disrupt construction schedules and affect the timely completion of the project. Large-scale highway works involve continuous movement of construction vehicles, specialised equipment and engineering operations that require a controlled environment to ensure efficiency and safety throughout the execution phase.
NHAI has appealed to commuters and local residents to cooperate by avoiding the under-construction highway and using the designated alternative routes until the project is officially commissioned. The authority emphasised that public cooperation is essential for delivering safe, efficient and world-class highway infrastructure under the Bharatmala programme while ensuring that construction activities remain on schedule.
