The Madhya Pradesh cabinet has approved a SVAMITVA-linked scheme aimed at granting legal land title deeds to rural landholders who currently lack formal ownership documentation. The decision is expected to strengthen property rights in rural areas while improving access to institutional credit for households dependent on agriculture and small-scale businesses.
The initiative will use land records generated under the SVAMITVA programme, which relies on drone-based surveys of rural inhabited areas to map and document property boundaries. These survey records will now be converted into officially registered conveyance deeds, giving landholders legal recognition of ownership.
With the issuance of formal title deeds, rural landowners will be able to use their property as collateral to secure bank loans for housing construction, agricultural expansion, and business activities. This is expected to improve financial inclusion and reduce dependency on informal credit sources in rural regions.
The state government has also decided to fully exempt beneficiaries from paying stamp duty and registration fees. The entire cost of implementation, including administrative and operational expenses, will be borne by the state administration. This step is aimed at ensuring wider participation and reducing financial barriers for landholders.
To ensure smooth execution, a dedicated committee will be formed under senior administrative leadership. It will include officials from land records, registration, treasury, and rural development departments. The committee will be responsible for issuing guidelines, tracking progress, and resolving procedural issues during implementation.
The SVAMITVA programme has already completed large-scale drone surveys in rural areas, creating a structured database of land parcels. The latest decision marks a shift from survey-based records to legally enforceable ownership documentation, strengthening rural property governance in the state.
