Centre accelerates SVAMITVA rollout as millions of rural property cards issued across villages

The Union government has continued the rollout of property cards for residential land parcels in rural areas under the SVAMITVA scheme, as part of efforts to formalise ownership records and strengthen land governance across villages.


According to information released by the Press Information Bureau (PIB), the scheme uses drone surveys and geospatial technology to map inhabited rural land areas and issue legal property cards to household owners. The programme is being implemented by the Ministry of Panchayati Raj in coordination with state revenue departments, Survey of India and local Panchayati Raj institutions.

The government stated that the initiative is intended to provide an integrated system for property validation, ownership documentation and digital land records management in rural areas. Under the programme, drone-based surveys are conducted to establish accurate land demarcation and prepare digital maps of village residential zones. Based on these surveys, property cards are generated and distributed to eligible property holders.

The PIB noted that the scheme aims to reduce ownership disputes arising from unclear land boundaries and outdated records while enabling rural households to use documented property assets for financial purposes, including access to institutional credit. The initiative is also expected to support village-level planning, infrastructure development and tax administration by creating updated spatial land databases.

Government data released earlier this year stated that millions of property cards have already been distributed across participating states under the scheme. The programme has been implemented in phases, with several states completing drone surveys and property mapping exercises in a large number of villages.

The Centre stated that SVAMITVA Survey of Villages and Mapping with Improvised Technology in Village Areas was launched to establish clear ownership records for residential properties in rural inhabited areas, commonly referred to as ‘abadi’ areas. The scheme covers mapping of residential land parcels rather than agricultural land holdings.

The property cards issued under the programme contain details including ownership information, mapped property boundaries and unique identification records linked to surveyed land parcels. The government stated that digital documentation and GIS-based mapping are expected to improve transparency in rural land administration and reduce dependency on manual village records.

Documents associated with the scheme show that property cards are being issued in regional languages and include survey details, plot measurements and ownership references linked to village mapping exercises.
