Synopsis

Avaada Group has signed an initial agreement with the Haryana Enterprises Promotion Centre (HEPC) to facilitate the development of a 300-acre Zero-CBAM Green Industrial Campus in Hisar, with a proposed investment of INR 10,000 crore. The project is expected to create more than 5,000 jobs and is planned as an integrated industrial ecosystem powered by round-the-clock renewable energy. The campus will target industries seeking to reduce carbon emissions, improve energy security and prepare for international sustainability requirements, including the European Union’s Carbon Border Adjustment Mechanism (CBAM).

Under the proposed arrangement, the Haryana government will support the development of the campus as a state-supported Green Industrial or Zero-CBAM Industrial Park. The facilitation is expected to cover industrial-park status, possible customised incentives, common infrastructure, connectivity and utilities, along with faster processing of statutory approvals through the state's single-window mechanism.
The campus is intended to combine renewable energy generation with industrial infrastructure and green manufacturing facilities. Avaada said the model is aimed at creating an environment where industries can access reliable and traceable renewable power while working towards lower-carbon production. The project could therefore provide a dedicated industrial platform for companies looking to align manufacturing operations with increasingly stringent carbon and sustainability requirements in global markets.
The partnership will also seek to attract anchor investors, technology providers and other industrial participants to the proposed campus. As part of this effort, Avaada and the Haryana government plan to explore international investment roadshows in markets including Germany, France, Italy, the Netherlands, Belgium, Japan and South Korea. These initiatives are intended to showcase the proposed industrial ecosystem to potential investors and strategic partners.
The proposed development comes against the backdrop of the European Union’s CBAM, which is designed to address the carbon content associated with certain imported goods. By focusing on renewable energy and low-carbon manufacturing, the Hisar campus is being positioned to support industries that need to strengthen their preparedness for such evolving international trade and environmental requirements.
Avaada Group Chairman Vineet Mittal said the proposed campus would integrate round-the-clock renewable energy with industrial infrastructure to support low-carbon and CBAM-ready manufacturing. The group expects the project, with its proposed INR 10,000 crore investment, to create a large-scale green industrial ecosystem in Haryana while generating employment opportunities.
The project is also expected to strengthen Hisar’s position as a destination for green manufacturing and other industries seeking access to renewable energy. By combining industrial land, common infrastructure and clean power within a single campus, the development could help participating companies reduce the operational challenges involved in shifting towards lower-carbon production models.
For the Haryana government, the proposed campus could support the state’s broader efforts to attract investment in emerging industrial segments while creating employment and supporting new supply chains. The planned outreach to overseas investors is expected to be an important part of the project’s investment strategy as Avaada and the state seek to bring industrial and technology partners into the proposed 300-acre development.
