The Belagavi chapter of the Confederation of Real Estate Developers’ Associations of India (CREDAI) has urged the Belagavi City Corporation (BCC) to expedite the renewal and activation of registered engineers’ licences on Karnataka’s Nirman-2 portal. Several licensed engineers are currently unable to submit or process building permission applications because their licences have not been renewed or activated on the digital platform. CREDAI said the issue is affecting builders, engineers and citizens awaiting approvals. The association has specifically sought faster action for applications involving alterations and additions, as well as Ground Plus Four (G+4) building permissions. The issue has raised concerns over delays in the construction approval process and the delivery of related civic services in Belagavi.
The Belagavi chapter of CREDAI has asked the Belagavi City Corporation to urgently renew and activate registered engineers’ licences on the Nirman-2 portal, after delays in the process disrupted the submission and processing of building permission applications in the city. The association submitted a memorandum to BCC Commissioner Kartik M, seeking immediate intervention to restore smooth processing of applications.
CREDAI Belagavi president Yuvaraj Hulji and secretary Prashant Wandkar said several licensed engineers were unable to submit or process applications because their licences had not been renewed on the Nirman-2 system. The delay is affecting builders and engineers as well as citizens who are waiting for building permissions and related approvals.
The association has specifically sought expedited renewal and activation of licences required for applications concerning alteration and addition works and Ground Plus Four building permissions. According to CREDAI, resolving the licence issue would allow applications to move through the portal without interruption and enable registered engineers to continue carrying out their professional responsibilities.
The association has asked the civic administration to direct the concerned officials to complete the renewal and activation process at the earliest. It said timely action would improve the delivery of civic services and prevent avoidable delays for applicants seeking building permissions.
Building approvals are an important part of the construction process, and interruptions in the application system can affect developers, property owners and professionals involved in preparing and submitting plans. The Nirman-2 portal is being used for processing building permission applications, making the activation of eligible engineers’ licences necessary for applications to proceed through the system.
The issue also comes amid concerns raised by another group of professionals in Belagavi over licence renewals under the digital approval framework. Job Oriented Course (JOC) diploma holders in building and road construction technology and architecture have separately sought a provision on Nirman-2 to enable renewal of their licences. A representation submitted to the BCC said nearly 400 JOC diploma holders depend on such work for their livelihoods.
The JOC diploma holders said the existing Urban Local Management System (ULMS) did not provide an option for their category and sought the opening of a Nirman-2 facility for registration and licence renewal. They also claimed that the absence of the required option had affected the processing of building plan approvals.
For CREDAI, the immediate request remains focused on restoring the licences of registered engineers whose applications are affected by the renewal and activation delays. The association has asked the BCC to complete the process promptly so that building permission applications, particularly alteration and addition and G+4 cases, can proceed without further disruption.
