The Goa government is preparing to launch a major housing scheme for citizens without homes of their own, under the Chief Minister Housing Scheme, with the launch likely to take place around Diwali. Goa Housing Board Chairman Jit Arolkar said eligibility criteria are being finalised, with applicants likely required to furnish proof of at least 30 years' residence in the state. Rather than outright ownership, homes will be allotted on lease, with beneficiaries required to vacate if they later become financially capable of buying their own house. The scheme will be rolled out across all talukas, beginning with Pernem.
The Goa government is preparing to launch a major housing scheme for citizens who do not own a home, under the Chief Minister Housing Scheme, with the launch expected to take place around the Diwali period, according to Goa Housing Board (GHB) Chairman Jit Arolkar.
Arolkar said the scheme is being designed to benefit needy citizens who have long resided in Goa, with eligibility criteria currently being finalised. Applicants are likely to be required to furnish proof of at least 30 years of residence in the state in order to qualify, a threshold intended to ensure the scheme benefits genuinely needy, long-term residents of Goa rather than recent arrivals.
Rather than granting outright ownership, the government is considering allotting homes under the scheme on a lease basis. Should a beneficiary later become financially capable of purchasing a home of their own, they would be required to vacate the allotted unit, which would then be reallotted to another eligible and needy applicant. Officials said the lease-based model has been chosen specifically to prevent beneficiaries from selling allotted homes for profit in the future, a risk officials said could arise if outright ownership were granted from the outset.
The scheme is planned for rollout across all talukas in the state, with the Goa Housing Board preparing to begin implementation in Pernem taluka in the initial phase. Two government land parcels in Pernem have already been identified for the project, where 1BHK flats are planned to be constructed.
The scheme is also intended to assist Goans who currently reside in ancestral homes but face difficulty living independently due to family disputes, providing them with independent accommodation until they are financially able to purchase a home of their own.
The initiative follows an earlier announcement by Chief Minister Pramod Sawant during the monsoon session of the Goa Legislative Assembly, when he had said the state government intended to introduce a Goa-specific housing scheme for homeless citizens, modelled on the lines of the central government's Pradhan Mantri Awas Yojana but implemented as a separate, state-specific initiative.
Separately, the Goa Housing Board has decided to develop its future residential and commercial projects through joint partnerships, under which the board will plan projects while construction will be carried out by private partners. The board intends to use income generated from these projects to acquire additional land and property in Goa, to support future housing projects in the state.
The report did not specify the total number of housing units planned under the scheme, the final income or eligibility thresholds for applicants, or a confirmed date for the launch beyond the general Diwali timeframe cited by officials.
