INR 3,080-crore biopolymer plant in Uttar Pradesh’s Lakhimpur Kheri likely to begin operations in October

Synopsis

India’s first large-scale biopolymer plant, being developed at an investment of INR 3,080 crore in Lakhimpur Kheri district of Uttar Pradesh, is likely to commence operations in October 2026. District Magistrate Anjani Kumar Singh reviewed construction progress at the facility on August 20 and examined its proposed production process. The plant, being developed at the Kumbhi sugar unit of Balrampur Chini Mills in Gola Gokarannath, will convert locally grown sugarcane into sugar and subsequently into Polylactic Acid (PLA)-based bioplastic on the same campus. The facility will also incorporate a Zero Liquid Discharge system.

India’s first large-scale biopolymer plant, being developed at an investment of INR 3,080 crore in Lakhimpur Kheri district of Uttar Pradesh, is likely to become operational in October 2026, with district authorities reviewing construction progress ahead of the proposed launch. Lakhimpur Kheri District Magistrate Anjani Kumar Singh inspected the under-construction facility on August 20 and reviewed its production plans and technical processes. 
The plant is being developed at the Kumbhi sugar unit of Balrampur Chini Mills in Gola Gokarannath. The facility is designed to integrate the manufacturing process on a single campus, beginning with locally cultivated sugarcane and progressing through sugar production to the manufacture of Polylactic Acid (PLA)-based bioplastic. 
During the inspection, plant officials presented the facility’s layout and explained the different stages of production. The district magistrate reviewed the process through which sugarcane will first be processed into sugar and subsequently converted into PLA bioplastic, while seeking details of the technical systems and production workflow. 
The integrated production model is intended to link the district’s agricultural output with industrial manufacturing. According to officials, the project is expected to add an industrial component to the region’s agriculture-based economy while supporting production of an alternative material to conventional petroleum-based plastics. 
A key environmental feature of the facility is its Zero Liquid Discharge (ZLD) system. The system is designed to prevent the discharge of harmful liquid waste into rivers, drains or other external water bodies. The inclusion of the system forms part of the plant’s planned approach to managing industrial effluent generated during manufacturing. 
The project was formally initiated after Uttar Pradesh Chief Minister Yogi Adityanath laid its foundation stone on February 22, 2025. The foundation ceremony took place at the Kumbhi sugar unit in Gola Gokarannath, where the plant is being constructed. 
At the time, the chief minister said the facility would support the production of environment-friendly products while creating employment opportunities for young people in the area. The project is being developed against the backdrop of efforts to expand industrial activity linked to agricultural resources in Uttar Pradesh. 
The plant’s proposed use of sugarcane as its primary feedstock also connects its manufacturing operations with the existing sugar industry in Lakhimpur Kheri. By locating the successive stages of production within one campus, the facility is intended to integrate the conversion of an agricultural raw material into a finished biopolymer product. 
With construction progressing towards the proposed October commissioning, district officials are continuing to monitor the facility’s readiness and production systems. Once operational, the INR 3,080-crore project will add large-scale biopolymer manufacturing capacity to Uttar Pradesh and establish a new industrial use for sugarcane-derived products.
