The Department of Town and Country Planning (DTCP) in Gurugram is set to intensify enforcement against encroachments and unauthorised construction, following directives from the Supreme Court and Punjab and Haryana High Court. The action forms part of a wider multi-agency effort involving the Gurugram Metropolitan Development Authority (GMDA), Municipal Corporation of Gurugram (MCG), Haryana Shehri Vikas Pradhikaran (HSVP) and other authorities to reclaim public land and restore designated spaces. The enforcement drive covers illegal structures, encroachments on public land and misuse of spaces meant for designated purposes. Authorities have already begun coordinated action across the city, with agencies directed to identify, demarcate and remove violations in accordance with the applicable legal process.
The Department of Town and Country Planning (DTCP) is set to intensify its action against encroachments and unauthorised construction in Gurugram, following directions issued by the Supreme Court and the Punjab and Haryana High Court. The enforcement will form part of continued action by government agencies to reclaim public land and ensure compliance with urban planning regulations.
The wider enforcement exercise involves multiple agencies, including the Gurugram Metropolitan Development Authority (GMDA), Municipal Corporation of Gurugram (MCG), Haryana Shehri Vikas Pradhikaran (HSVP), Municipal Corporation of Manesar and DTCP. The agencies have been coordinating action against encroachments affecting master sector roads, public spaces and other areas under their respective jurisdictions.
The intensified action follows judicial directions concerning unauthorised occupation and construction on public land. The Supreme Court has directed authorities to ensure compliance and has placed greater emphasis on monitoring implementation through jurisdictional High Courts. The court has also stated that continued non-compliance by responsible officials can attract appropriate proceedings, including contempt action.
In Gurugram, the enforcement effort has already resulted in the reclamation of public road space. The Gurugram Metropolitan Development Authority had told the Supreme Court on August 4 that it would remove encroachments within its jurisdiction within two weeks. By August 13, the authority had reported reclaiming more than 60 km of road right-of-way across the city.
The right-of-way areas being targeted are public land intended for unobstructed movement of vehicles and pedestrians, utilities and emergency access. The ongoing drive is also focused on illegal structures and unauthorised commercial activities that occupy public or designated spaces.
Authorities have previously identified illegal paying guest accommodation, unauthorised commercial operations and other structures among the categories requiring enforcement. A multi-agency drive launched earlier this month involved MCG, DTCP, GMDA and HSVP, with action directed at encroachments and illegal construction across different parts of Gurugram.
The enforcement process is required to follow the prescribed legal procedure. Court directions provide for due demarcation of encroached areas, issuance of notices and an opportunity for affected parties to be heard before action is taken. Authorities are also expected to maintain records of identified encroachments and action taken against them.
The intensified DTCP action therefore forms part of a broader effort to enforce land-use regulations and recover public spaces across Gurugram. With several civic and planning agencies involved, the focus is expected to remain on identifying violations, establishing the status of affected land and taking action in accordance with court directions and applicable planning regulations.
