The Nagpur district administration has commissioned a fresh socio-economic survey of the Kachipura area to map around 800 properties and establish an updated baseline ahead of a proposed redevelopment into a commercial and mixed-use hub modelled on Mumbai’s Bandra-Kurla Complex (BKC). The Centre for Sustainable Development (CFSD) has been tasked with the exercise, which will assess property ownership, housing conditions, livelihoods, infrastructure and rehabilitation preferences. The survey follows a 2018 exercise that identified nearly 800 properties across the roughly 19-hectare area, including hotels, marriage lawns, automobile workshops and furniture establishments. The updated data is expected to inform land verification, project planning and rehabilitation measures as authorities work on the redevelopment framework.

The Nagpur district administration has initiated a fresh socio-economic survey of Kachipura to map around 800 properties and update information on residents, land ownership, businesses and existing infrastructure ahead of the proposed redevelopment of the area. The Centre for Sustainable Development (CFSD) has been assigned the survey, which is intended to provide a baseline for planning and rehabilitation.
In a letter dated August 12, Collector Kumar Ashirwad directed CFSD to assess housing conditions and verify land ownership patterns in the locality. The exercise is expected to provide updated information before the administration finalises the development and rehabilitation framework for Kachipura.
The area covers approximately 19 hectares. A previous survey conducted by CFSD in 2018 identified nearly 800 properties, including marriage lawns, hotels, automobile workshops, furniture marts and other commercial establishments. The latest exercise will go beyond property enumeration and examine the current socio-economic profile of the area.
The survey will collect information on household size, family members, age groups, dependants and earning members. It will also record the type, size and condition of dwellings and the duration of residence. Property-related details will include ownership, possession, tenure and available documentation, while livelihood information will cover occupations, sources of income and commercial activities conducted from the premises.
The exercise will also assess access to basic infrastructure such as water, sanitation, electricity, roads and parking. Informal livelihoods, including hawkers, vendors and other households dependent on activities in the area, will also be recorded.
An important component will be the rehabilitation preferences of affected residents and occupants. The survey will seek information on whether beneficiaries prefer cash compensation or relocation, a flat within Kachipura, alternative accommodation or another arrangement. Community requirements for facilities such as schools, healthcare centres, playgrounds, gardens and community halls will also be assessed.
The updated survey is significant following the state government’s decision in June to reject a decade-old appeal concerning unauthorised structures in Kachipura and uphold the Nagpur Municipal Corporation’s position against their regularisation. The decision cleared the way for action against a number of unauthorised structures, including slums, hotels, garages, restaurants, service centres and marriage lawns.
The proposed redevelopment is linked to Union minister Nitin Gadkari’s plan to develop Kachipura as a modern commercial hub on the lines of Mumbai’s BKC. The proposal envisages converting land belonging to Dr Panjabrao Deshmukh Krishi Vidyapeeth into a mixed-use urban centre incorporating commercial, residential and recreational uses.
The plan also includes alternative housing for around 800 families and reasonably priced space for existing businesses that may be affected by redevelopment. Maharashtra State Infrastructure Development Corporation (MSIDC) and NMC are involved in the planning process. The project has been proposed under the Design, Build, Finance, Operate and Sale (DBFOS) model, which could facilitate private investment.
The fresh survey is therefore expected to serve as a key planning document, establishing the current status of properties, occupants and businesses and helping determine rehabilitation requirements before redevelopment proceeds. The administration has asked CFSD to use an approved questionnaire and commence the exercise at the earliest, with field-level officials expected to coordinate the process.
