The Himachal Pradesh government has notified comprehensive guidelines for the design, construction, upgradation and maintenance of jeepable roads and ambulance link roads to improve connectivity in rural and remote regions. The framework aims to standardise road development across the state while facilitating safer movement of jeeps, ambulances and other light vehicles to villages with limited access. The guidelines cover technical specifications for road width, pavement, drainage, retaining and breast walls, slope protection and maintenance, ensuring infrastructure remains durable and safe. They also provide a mechanism for upgrading existing roads that currently do not meet prescribed safety standards. The initiative is expected to improve access to healthcare, education and essential public services while supporting all-weather connectivity in difficult hilly terrain.
The Himachal Pradesh government has notified a new set of guidelines for the design, construction, upgradation, certification and maintenance of jeepable roads and ambulance link roads, creating a uniform technical framework to improve rural connectivity across the state.
The guidelines are intended to facilitate the safe movement of jeeps, ambulances and other light vehicles, particularly in villages located in remote and hilly regions where access to healthcare, education and other essential services remains limited.
According to the state government, the framework establishes scientific and uniform standards for every stage of road development, from planning and construction to certification and long-term maintenance. The objective is to ensure that rural roads are built to consistent quality standards while improving safety and durability.
The notified standards include specifications relating to road width, pavement design, drainage systems, retaining and breast walls, slope protection measures, road safety features and maintenance requirements. These provisions are expected to ensure that newly constructed roads remain resilient to the challenging terrain and climatic conditions prevalent across Himachal Pradesh.
The government also stated that many jeepable roads constructed in different parts of the state without uniform engineering standards have developed structural deficiencies over time. The new guidelines seek to address these shortcomings by bringing such roads under a structured technical framework.
In addition to regulating new construction, the policy provides a mechanism for inspecting existing roads and upgrading them to meet the prescribed safety and engineering standards. Once upgraded and certified, these roads can be incorporated into the state's regular maintenance programme, ensuring systematic upkeep and improved serviceability.
Chief Minister Sukhvinder Singh Sukhu said the state government remained committed to expanding rural road connectivity, particularly for people living in remote and hilly areas. He stated that the guidelines would help establish a safer, more systematic and sustainable road network while strengthening last-mile connectivity across Himachal Pradesh.
The state government expects the initiative to improve year-round accessibility, reduce travel challenges in difficult terrain and create a more reliable rural transport network that supports both public services and local communities.
