The Jaipur Development Authority (JDA) has temporarily suspended enforcement action against a group of commercial establishments on Jaipur–Ajmer Road after its Appellate Tribunal granted interim relief. The tribunal has stayed the execution of notices issued for alleged violations of approved land-use norms and fixed 8 September as the next hearing date. The notices, issued in the past fortnight, alleged that commercial activities were being carried out on agricultural land without the required permissions. The interim order follows petitions filed by the affected establishments seeking relief from enforcement measures. JDA has clarified that the legality of the developments will be determined only after the tribunal concludes its proceedings and issues a final order.
The Jaipur Development Authority (JDA) has temporarily halted enforcement action against a number of commercial establishments on Jaipur–Ajmer Road after its Appellate Tribunal granted an interim stay on notices issued for alleged land-use violations. The tribunal passed the interim relief in the past week and scheduled 8 September as the next hearing in the matter, pending a final decision on the legality of the constructions.
The dispute arose after JDA issued notices on 24 July to a resort and several other commercial establishments, alleging that they were operating on agricultural land in violation of approved land-use norms. According to the authority, the land was being used for commercial purposes without obtaining the requisite permissions.
Following the issuance of the notices, the affected establishments approached the JDA Appellate Tribunal seeking relief from the proposed enforcement action. During proceedings held on 30 July, Presiding Officer Mahavir Prasad Gupta passed an interim order restraining the authority from taking further coercive action until the case is decided on its merits.
The parties subsequently submitted a copy of the tribunal's order to JDA enforcement officials, requesting that no coercive measures be initiated while the interim protection remains in force. In compliance with the tribunal's direction, the authority has paused action against the establishments until further proceedings are completed.
The enforcement drive forms part of a broader crackdown on unauthorised constructions after the Supreme Court expressed concern over the proliferation of illegal developments in state capitals and Union Territories. Earlier this year, the court issued a series of directions aimed at curbing unauthorised construction and the misuse of land.
On 25 March 2026, the Supreme Court directed municipal bodies and development authorities in state capitals and Union Territories to undertake comprehensive surveys to identify commercial activities operating on agricultural or residential land. The court also instructed authorities to submit detailed reports and ensure appropriate enforcement, observing that such violations were inconsistent with legal provisions, environmental safeguards and the wider public interest.
JDA officials stated that the interim relief granted by the Appellate Tribunal represents a routine judicial process and should not be interpreted as a final determination on the matter. They maintained that the authority would abide by the tribunal's directions while awaiting the outcome of the proceedings.
The authority further clarified that the legality of the construction activity and the applicable land use would be determined only after the Appellate Tribunal completes its hearings and delivers its final order. Until then, the stay on enforcement action will remain in effect in accordance with the tribunal's interim directions.
