Navi Mumbai Municipal Commissioner Dr Kailas Shinde has directed civic departments to intensify measures to improve public safety and urban management, with particular emphasis on evacuating highly dangerous C1-category buildings and removing abandoned structures. During a departmental review meeting, the Commissioner instructed officials to disconnect electricity, water and sewerage services to unsafe buildings and expedite evacuation measures. He also ordered fire safety audits of coaching centres, the formulation of a policy for hoardings, stronger action against unauthorised hawkers, improved road maintenance through technology, stricter solid waste management compliance, and enhanced monitoring of public amenities. The directions form part of the civic body's efforts to strengthen safety, service delivery and municipal governance across Navi Mumbai.
Navi Mumbai Municipal Commissioner Dr Kailas Shinde has directed civic departments to prioritise public safety alongside the delivery of civic services by strengthening enforcement against unsafe buildings, improving urban management and enhancing regulatory oversight across the municipal area.
During a review meeting attended by Additional Municipal Commissioners Sunil Pawar and Dr Rahul Gethe, Deputy Commissioner (Administration) Kisanrao Palande, City Engineer Shirish Ardawad, Chief Accounts and Finance Officer Digvijay Chavan and other department heads, the Commissioner instructed officials to take immediate action against buildings classified as C1, the highest-risk category of dangerous structures.
Dr Shinde directed officials to conduct physical inspections of all C1-category buildings and ensure that electricity, water supply and sewerage connections are disconnected to prevent occupation. He also instructed departments to expedite the evacuation of such buildings. In addition, he ordered a ward-wise survey of abandoned and unused structures across the city and asked officials to prepare proposals for their removal wherever they pose a risk to public safety.
Referring to accidents reported in other cities, the Commissioner instructed officials to conduct immediate fire safety audits of coaching centres and tuition institutes operating across Navi Mumbai. He also directed all such establishments to submit structural stability certificates, fire department no-objection certificates and other mandatory documents to the municipal licensing department.
To improve urban management, Dr Shinde called for the preparation of a comprehensive policy governing the installation of banners and hoardings. He stated that unauthorised hoardings not only affect the city's appearance but also result in revenue losses for the municipal corporation. The proposed policy will be placed before the civic body for approval before implementation.
The Commissioner also directed officials to intensify enforcement against unauthorised hawkers in accordance with court directives. He instructed departments to strengthen anti-encroachment drives, review penalty provisions and formulate a policy to accommodate authorised vendors within designated hawking zones while ensuring that roads and footpaths remain unobstructed. A committee headed by the Additional Municipal Commissioner will also be constituted to oversee the licensing process.
As part of road maintenance measures, Dr Shinde instructed departments to make greater use of the Daksh mobile application for monitoring potholes. He also directed that cameras be installed on municipal waste collection vehicles to facilitate regular monitoring of road conditions and enable timely repairs.
The Commissioner further instructed officials to ensure compliance with the Solid Waste Management Rules by encouraging residential societies generating more than 100 kg of waste daily to register on the government portal and establish on-site waste processing facilities. He also directed closer coordination between the Public Health Engineering and Solid Waste Management departments to improve the maintenance of public and community toilets.
Other directions included ensuring that municipal school students receive uniforms before August 15, maintaining preventive measures against monsoon-related diseases with adequate medicine stocks, improving municipal revenue collection across departments and expediting the implementation of resolutions passed by the Navi Mumbai Municipal Corporation's General Body.
