The Haryana government has reviewed draft development plans for Naraingarh, Kurukshetra, Narnaul and Panipat to guide their long-term urban expansion. During a State-Level Committee meeting, Chief Minister Nayab Singh Saini directed officials to align future planning with the Viksit Bharat-2047 vision while ensuring adequate civic infrastructure, environmental sustainability and balanced land use. The plans cover residential and industrial expansion, transport infrastructure, green spaces, flood management and public utilities, with city-specific measures aimed at supporting future population growth and planned urban development.
The Haryana government has reviewed draft development plans for Naraingarh-2031, Kurukshetra-2041, Narnaul-2041 and Panipat-2041 as part of its efforts to ensure planned urban expansion across the state. The proposals were discussed during a meeting of the State-Level Committee (SLC) chaired by Chief Minister Nayab Singh Saini. The plans have been prepared by the Department of Town and Country Planning to promote planned land use, regulated construction activity and orderly urban development.
During the meeting, Saini directed officials to ensure that all urban development plans are aligned with the vision of Viksit Bharat-2047. He said future planning should adequately address projected population growth while providing modern urban infrastructure, environmental sustainability, efficient transport systems and balanced expansion of cities.
The Chief Minister also instructed officials to make adequate provisions for sewage treatment plants, water treatment facilities, power infrastructure, entertainment zones and other essential civic amenities so that future residents do not face shortages of basic services. The directions are in line with Haryana's ongoing focus on strengthening urban infrastructure and improving the quality of civic services across growing towns and cities.
Officials informed the committee that the Naraingarh development plan has been prepared considering a projected population of 95,000 by 2031. The proposal includes six residential sectors while taking into account development opportunities created by National Highway-72, expansion of industrial areas, conservation of the natural drainage system and the creation of green zones.
While reviewing the proposal, Saini directed that adequate separation be maintained between industrial and residential areas to provide a healthier and more convenient living environment for residents.
The committee also examined the draft development plan for Kurukshetra, where the Chief Minister said the city's religious and cultural importance should remain at the centre of future planning. He directed officials to focus on conserving the Jyotisar area, planning development along the Saraswati River, expanding green spaces, strengthening flood management measures and incorporating other necessary improvements into the final plan.
For Narnaul, officials informed the committee that the draft plan proposes the development of 20 residential sectors. Discussions also covered the development of industrial areas in line with the proposed Integrated Multi-Modal Logistics Hub (IMLH), the inclusion of a new bypass and balanced planning for residential, industrial, transport and green zones.
The committee further reviewed the draft development plan for Panipat in view of the city's growing population. The proposal includes new residential areas on both sides of the existing city, expansion of the road network, sewage treatment plants (STPs), boosting stations and other urban infrastructure.
The Chief Minister also directed officials to prepare a plan for developing industrial zones extending up to one kilometre on both sides of the Panipat-Shamli National Highway, aiming to support industrial growth while integrating it with the city's long-term development strategy.
