Mumbai Port Authority to intensify action against Eastern Waterfront lease defaulters

Mumbai Port Authority (MbPA) has announced a stricter enforcement strategy against lease rental defaulters and unauthorised occupants across its Eastern Waterfront land parcels. The initiative seeks to recover pending dues, address lease violations and ensure better utilisation of port-owned land earmarked for future redevelopment. The move forms part of the Authority's broader efforts to strengthen land governance, improve revenue realisation and facilitate implementation of major infrastructure and waterfront development projects planned for Mumbai's eastern coastline.

Mumbai Port Authority (MbPA) has unveiled a comprehensive enforcement plan to recover outstanding lease rentals and act against unauthorised occupation of port-owned land along Mumbai's Eastern Waterfront. The initiative is aimed at protecting public assets, improving revenue collection and ensuring that strategically located land remains available for planned infrastructure and redevelopment projects that form part of the Authority's long-term vision for the city's waterfront. 
According to the Ministry of Ports, Shipping and Waterways, MbPA has decided to strengthen its legal and administrative framework for dealing with chronic defaulters and lease violations. The Authority will pursue pending cases more aggressively by engaging experienced legal professionals and expediting proceedings related to recovery of lease rentals. In cases involving unauthorised occupation or serious breaches of lease conditions, legal action under the applicable statutory framework will also be initiated wherever necessary. 
The Authority has observed that several leaseholders have accumulated substantial rental arrears over many years, affecting its financial resources and delaying effective utilisation of valuable waterfront land. Besides non-payment of lease rentals, MbPA has identified multiple instances of unauthorised construction, illegal transfer of leasehold rights, unapproved subletting and changes in land use that are inconsistent with the terms of existing lease agreements. The Authority believes that addressing these issues is essential for ensuring greater transparency and accountability in the management of public land. 
Officials have stated that recovering outstanding dues is not only a financial priority but also an important step towards improving land administration across the port estate. By ensuring compliance with lease conditions and removing long-pending disputes, the Authority intends to create a more efficient framework for managing its extensive land holdings while reducing legal and administrative bottlenecks that have persisted over the years. 
The enforcement exercise assumes greater significance in view of the ambitious redevelopment plans proposed for Mumbai's Eastern Waterfront. The Government has identified the area as a key location for future maritime infrastructure, tourism facilities, public spaces and port-led urban development. Successful implementation of these projects requires clear land records, regulatory compliance and timely resolution of legacy issues relating to leasehold properties. 
MbPA has emphasised that the action is intended to safeguard public interest while ensuring that all lessees are treated in accordance with the law. Genuine leaseholders complying with contractual obligations are not expected to be affected by the drive, whereas persistent defaulters and entities found violating lease conditions will face stricter enforcement measures. The Authority has also encouraged occupants to regularise pending dues and resolve outstanding issues through the prescribed legal process before coercive action becomes necessary. 
Urban development experts note that efficient management of public land is becoming increasingly important as cities seek to optimise scarce waterfront assets for economic development, transport infrastructure and public amenities. Timely recovery of lease revenues and strict enforcement of contractual obligations also strengthen the financial position of public authorities responsible for maintaining such assets. 
The latest initiative reflects Mumbai Port Authority's renewed focus on improving governance of its land assets while laying the groundwork for future redevelopment of the Eastern Waterfront. Through stronger enforcement, improved legal oversight and better compliance, the Authority aims to unlock the long-term economic and urban development potential of one of Mumbai's most strategically important waterfront corridors.
