Delhi master plan proposes renewable energy from canals, drains and public facilities

Synopsis

The Master Plan of Delhi for 2047 proposes using the city's existing canals and drains to generate solar and hydro energy, as part of a broader push to increase renewable energy capacity. The plan also recommends expanding the agriculture-cum-solar farm scheme, installing solar panels on government and institutional buildings, and gradually shifting the power needs of public facilities such as metro stations, airports, railway stations and bus depots to renewable sources. The proposal also includes underground power transmission networks across Delhi, with land pooling areas to be prioritised.

The Master Plan of Delhi for 2047 (MPD-2047) has proposed using existing canals and drains in the national capital to generate renewable energy, subject to technical and other feasibility assessments. 
The Delhi Development Authority (DDA) approved the draft plan last week and has sent it to the Centre for further approval. The plan also proposes using more greenfield areas under the agriculture-cum-solar farm scheme and encouraging bus depots and metro stations to meet their power requirements through renewable energy sources. 
The draft policy recommends that government agencies assess the potential of canals and drains for solar and hydro energy generation and use them wherever feasible. 
The proposal is also linked to the Delhi government's earlier plan to install solar panels along the Najafgarh drain. Officials are currently exploring a project to install panels across a six-kilometre stretch of the drain, from Dhansa Border to Ghummanhera. 
The push for solar energy follows the Delhi government's green budget announced last year, which included a renewed focus on solar power generation and a separate allocation for supporting infrastructure. 
The MPD-2047 also recommends mandatory solar installations for government buildings and institutional campuses with rooftop areas of more than 500 square metres, in accordance with the Delhi Solar Policy. 
The government is also considering measures to reduce the upfront cost of rooftop solar installations through subsidies and advance payment of generation-based incentives. Under the existing policy, a 3-KW rooftop solar plant receives a combined subsidy of INR 1.08 lakh, including INR 78,000 from the central government and INR 30,000 from the Delhi government. Officials estimate the installation cost of a 3-KW plant at around INR 2.25 lakh. 
The plan further proposes that public facilities, including airports, metro and railway stations, interstate bus depots and stadiums, progressively meet their electricity requirements through solar and other renewable energy sources wherever feasible. 
Alongside renewable energy generation, the MPD-2047 proposes improving Delhi's power transmission network by laying underground transmission lines within road cross-sections across the city in a phased manner. Land pooling areas have been identified as the priority for the first phase.
