Swedish builder Skanska signs USD 957 million contract for California light rail project

Swedish construction company Skanska has secured a USD 957 million contract from the Los Angeles County Metropolitan Transportation Authority for the East San Fernando Valley Light Rail Transit Project in Van Nuys, California. The project covers a 10.8-kilometre at-grade light rail line, a 10.5-hectare rail and maintenance facility and 11 new stations. Construction is already underway and the project is expected to be completed by December 2031. The new line will improve connections between high-density communities in the eastern San Fernando Valley and the wider Los Angeles County rail network.

Swedish builder Skanska has signed a USD 957 million contract with the Los Angeles County Metropolitan Transportation Authority, known as LA Metro, for the East San Fernando Valley Light Rail Transit Project in Van Nuys, California. 
The contract covers the construction of a 10.8-kilometre at-grade light rail line along with a 10.5-hectare rail and maintenance facility. The work will also include 11 new stations, shade structures and utility improvements. 
Skanska said the contract will be included in its order bookings for the third quarter of 2026. Construction work has already started and is scheduled for completion in December 2031. 
The project is designed to expand LA Metro's rail network in the San Fernando Valley and improve connections between high-density neighbourhoods and the broader Los Angeles County transit system. Metro's current project information identifies the line as a 6.7-mile route with 11 stations along Van Nuys Boulevard, running from the G Line connection area towards San Fernando Road. 
The project will serve communities including Van Nuys, Panorama City, Arleta and Pacoima. It is expected to improve access to employment centres, schools, healthcare facilities and other key destinations while providing connections to the wider regional transit network. 
Skanska has been involved with the project before the latest construction contract. In 2023, LA Metro awarded a USD 31 million pre-construction services contract to San Fernando Transit Constructors, a joint venture between Skanska USA Civil West California District and Stacy and Witbeck. The contract was part of Metro's progressive design-build approach for the project. 
The project has also received substantial public funding support. LA Metro secured a USD 893 million federal grant through the US Department of Transportation to help fund construction. California had earlier committed USD 600 million in state funding for the project. Metro has also allocated local funding, including Measure M resources, towards the development. 
LA Metro's overall life-of-project budget was later established at nearly USD 4 billion, according to a board decision in 2026. The wider project budget includes costs beyond the construction contract awarded to Skanska. 
The project is being developed as an at-grade rail line, with the maintenance and storage facility intended to support the operation and upkeep of Metro's light rail vehicles. The facility will include areas for vehicle inspection, repairs, cleaning and other operational requirements. 
Metro expects trains on the completed line to operate every seven to 10 minutes during peak periods. The authority is also studying a possible 2.5-mile northern extension towards the Sylmar/San Fernando Metrolink Station, although that extension is separate from the current project under construction. 
The East San Fernando Valley project is expected to improve public transport access in a corridor where Metro has been working to expand rail connectivity. Once completed, the line will add another link to the existing regional network and connect residents with other Metro services and wider transportation options.
