The Ministry of Housing and Urban Affairs (MoHUA) utilised 99.78% of its revised budget allocation during 2025-26, spending INR 57,075.19 crore against a revised estimate of INR 57,203.78 crore, according to a parliamentary panel report. Scheme-level expenditure stood at INR 52,978.83 crore against the revised estimate of INR 53,096.53 crore. Metro and MRTS projects recorded full utilisation of INR 29,451 crore, while PMAY-Urban and PMAY-Urban 2.0 saw expenditure of INR 8,948.82 crore, representing 99.84% utilisation. AMRUT recorded 99.68% utilisation and Swachh Bharat Mission-Urban 97.27%. However, the parliamentary committee raised concerns over schemes that remained unspent and called for more realistic budget estimates and timely implementation of approved programmes.
The Ministry of Housing and Urban Affairs (MoHUA) utilised 99.78% of its revised budget allocation during FY26, with expenditure reaching INR 57,075.19 crore against a revised estimate of INR 57,203.78 crore. The figures were presented to the Standing Committee on Housing and Urban Affairs as part of its report on the ministry's Demands for Grants for 2026-27.
According to the ministry's scheme-wise expenditure data, spending across schemes stood at INR 52,978.83 crore against a revised estimate of INR 53,096.53 crore, translating into 99.78% utilisation. The MRTS and Metro Projects recorded 100% utilisation, with expenditure of INR 29,451 crore against the same amount provided under the revised estimate.
Housing-related schemes also recorded high utilisation during the year. The Pradhan Mantri Awas Yojana-Urban and PMAY-Urban 2.0 recorded expenditure of INR 8,948.82 crore against a revised estimate of INR 8,963.37 crore, resulting in 99.84% utilisation. The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) recorded expenditure of INR 7,789.52 crore against INR 7,814.86 crore, translating into 99.68% utilisation.
The Swachh Bharat Mission-Urban recorded expenditure of INR 1,945.47 crore against a revised estimate of INR 2,000 crore, resulting in 97.27% utilisation. The ministry also utilised the full revised allocation of INR 571.98 crore for PM SVANidhi. The Deendayal-Jan Aajeevika Yojana (Shahari) recorded expenditure of INR 95 crore against its revised estimate of INR 95 crore.
Under the PM-eBus Sewa Scheme, expenditure stood at INR 171.20 crore against a revised estimate of INR 173.70 crore, representing 98.39% utilisation. The ministry also reported INR 4,002.14 crore of expenditure under the Central Public Works Department (CPWD) scheme against a revised estimate of INR 4,022.55 crore.
Despite the high overall utilisation, the Standing Committee raised concerns over schemes where expenditure was not incurred during FY26. These included the Scheme for Industrial Housing, the National Urban Digital Mission (NUDM) and the Urban Challenge Fund (UCF). The committee noted that substantial reductions in revised estimates remained a concern given the pace of urbanisation and the growing demand for urban infrastructure and services.
The committee has asked the ministry to make budget estimates more realistic and ensure that approved schemes are operationalised in a timely manner. It emphasised that budgetary allocations should translate into effective implementation, particularly as demand for housing, transport, sanitation and other urban infrastructure continues to increase.
