The Comptroller and Auditor General of India (CAG) has flagged significant deficiencies in the implementation of the Pradhan Mantri Awas Yojana-Gramin (PMAY-G) in Jharkhand, including gaps in beneficiary identification, planning and utilisation of available funds. According to the audit findings tabled in the Jharkhand Assembly, more than 6.32 lakh eligible rural households remained outside the scheme because of inaccuracies in the priority list, delays in finalising beneficiaries and the state’s inability to fully utilise housing targets allocated by the Centre. The audit found that Jharkhand had identified 22.34 lakh eligible households by November 2022, but only 16.02 lakh houses were allocated by the Centre. Of the 15,92,124 houses sanctioned between 2016 and 2024, 15,62,249 had been constructed by January 2025. The CAG also flagged weaknesses in financial management and fund utilisation.
The Comptroller and Auditor General of India (CAG) has detected deficiencies in the implementation of the Pradhan Mantri Awas Yojana-Gramin (PMAY-G) in Jharkhand, with more than 6.32 lakh eligible rural households remaining outside the scheme due to shortcomings in planning and beneficiary selection.
The findings were contained in a performance audit of PMAY-G in Jharkhand and were tabled in the state Assembly on Tuesday. The audit examined the implementation of the rural housing scheme and identified gaps in the preparation of beneficiary lists, utilisation of housing targets and financial management.
According to the audit, Jharkhand had identified 22.34 lakh eligible households under PMAY-G by November 2022. However, inaccuracies in the priority list, the state's inability to utilise the targets available to it and a two-year delay in finalising the list of beneficiaries resulted in the Centre allocating only 16.02 lakh houses.
As a result, 6.32 lakh eligible households could not be covered under the scheme. The audit pointed to deficiencies in the planning and beneficiary identification process as key factors behind the shortfall.
Between 2016 and 2024, the state sanctioned 15,92,124 houses under PMAY-G. Of these, 15,62,249 houses had been constructed as of January 2025, according to the audit findings.
The CAG also raised concerns regarding the financial management of the scheme. Total expenditure under PMAY-G in Jharkhand stood at Rs 14,113 crore against total available funds of Rs 20,199.98 crore. Fund utilisation remained between 55% and 83% during the period from 2019 to 2024.
The findings highlight the gap between the number of households identified as eligible for rural housing assistance and the number ultimately covered through the scheme. The audit also brings attention to the importance of timely beneficiary finalisation and effective utilisation of centrally allocated housing targets.
PMAY-G is aimed at providing pucca houses with basic amenities to eligible rural households living in inadequate housing. The implementation of the scheme depends on identification and prioritisation of eligible beneficiaries by states, followed by allocation of targets and construction of sanctioned houses.
The Jharkhand findings come amid wider CAG scrutiny of the implementation of rural welfare and infrastructure schemes. The latest audit has also examined the implementation of programmes including the Jal Jeevan Mission and the rural employment scheme in the state, with irregularities and deficiencies reported across these programmes.
