As many as 87 proposals have been received from various states and Union Territories under the first round of Phase-I of the Bharat Audyogik Vikas Yojana (BHAVYA), the government informed Parliament.
The government had approved the INR 33,660-crore scheme in March to develop 100 plug-and-play industrial parks across the country.
In a written reply to the Rajya Sabha, Minister of State for Commerce and Industry Jitin Prasada said the proposals received would now be evaluated and scored according to the eligibility and evaluation criteria prescribed under the scheme guidelines.
The selection of projects will be carried out through a challenge mode. Key evaluation parameters include connectivity and site suitability, the quality of core, value-added and social infrastructure proposed in the detailed project report (DPR), the industrial ecosystem and policy enablers.
Under Phase-I, 50 industrial parks will be developed. Applications for the first 20 parks were invited from June 1 to July 31, 2026. The scheme guidelines state that the selection process for the first phase is to be completed within one year from the date of notification of the scheme.
Maharashtra submitted the highest number of proposals at 14, followed by Madhya Pradesh with 11. Tamil Nadu and Uttar Pradesh submitted seven proposals each. The scheme is aimed at creating ready-to-use industrial infrastructure, allowing businesses to establish operations with key facilities and infrastructure already in place. The selection criteria also place emphasis on connectivity, industrial ecosystems and supporting infrastructure, which are important for attracting manufacturing and other industrial activity.
