• Housing and Urban Development Corporation Ltd (HUDCO) has signed a Memorandum of Understanding (MoU) with the Government of Odisha to provide term loans of up to INR 1 lakh crore over the next five years for urban housing and infrastructure projects.
• The funding will support projects under the Urban Challenge Fund (UCF), Bhubaneswar–Cuttack–Puri–Paradeep Economic Region (BCPPER) and Mukhyamantri Sahari Vikas Yojana (MSVY), including land acquisition for eligible developments.
• Besides financing, HUDCO will provide project preparation, technical structuring, DPR preparation, financial modelling and capacity-building support for urban local bodies through its UiWIN initiative.
• The MoU, signed in Bhubaneswar, will remain valid for three years, subject to annual review, while separate project-specific agreements will govern individual financing arrangements.
Housing and Urban Development Corporation Ltd (HUDCO) has entered into a Memorandum of Understanding (MoU) with the Government of Odisha to provide term loans of up to INR 1 lakh crore over a period of five years for urban housing and infrastructure development projects across the state. The agreement was signed in Bhubaneswar on 10 July 2026, with the development disclosed by HUDCO in a regulatory filing dated 11 July 2026.
Under the MoU, the financial assistance will be extended for projects under the Urban Challenge Fund (UCF), the Bhubaneswar–Cuttack–Puri–Paradeep Economic Region (BCPPER) and the Mukhyamantri Sahari Vikas Yojana (MSVY). The funding will also cover land acquisition for eligible housing and infrastructure projects, supporting Odisha's urban development plans.
Apart from providing long-term finance, HUDCO will extend technical and institutional support through its UiWIN initiative. This includes assistance in project preparation, technical structuring, preparation of detailed project reports (DPRs), pre-feasibility studies, creation of asset registers, financial modelling, viability gap funding (VGF) support for bankable urban infrastructure projects, as well as consultancy, training and knowledge-sharing programmes aimed at strengthening the capacity of urban local bodies (ULBs).
According to the agreement, the loans will be disbursed in phases on flexible terms, including a moratorium period and a repayment tenure of up to 25 years. The designated statutory authority of the Odisha government will also have the option of prepaying the loan. Repayment will be secured through escrow arrangements using project revenues or by ring-fencing identified revenue streams or state budget allocations to ensure timely payments to HUDCO.
The MoU establishes a framework for collaboration between the state government and HUDCO, while separate operational agreements detailing the scope of work, financing structure and project-specific terms will be executed as individual projects are taken up. The agreement will remain valid for three years from the date of execution and will be subject to an annual review by both parties.
The partnership is expected to facilitate the planning, financing and implementation of major urban infrastructure projects in Odisha by combining long-term institutional funding with technical expertise, thereby supporting the state's efforts to strengthen urban development and civic infrastructure.
