The Supreme Court has dismissed a petition challenging the Coastal Regulation Zone (CRZ) clearance granted for the renovation and expansion of actor Shah Rukh Khan's sea-facing residence, Mannat, in Mumbai's Bandra. The apex court declined to interfere with an earlier order of the National Green Tribunal (NGT), which had upheld the approval granted by the Maharashtra Coastal Zone Management Authority (MCZMA). The petition had questioned the legality of the environmental clearance for the addition of two floors to the property. With the Supreme Court refusing to entertain the appeal, the renovation and expansion project can proceed in accordance with the statutory approvals already granted.
The Supreme Court has dismissed a petition challenging the Coastal Regulation Zone (CRZ) clearance granted for the renovation and expansion of actor Shah Rukh Khan's residence, Mannat, in Bandra, Mumbai. In its order delivered in the past week, the apex court refused to interfere with the National Green Tribunal's (NGT) earlier ruling, effectively allowing the project involving the addition of two residential floors to proceed under the existing approvals.
A Bench comprising Chief Justice Surya Kant and Justices Joymalya Bagchi and V Mohan declined to entertain the appeal filed by Mumbai-based activist Santosh Daundkar against the NGT's order issued in September 2025. The petitioner had alleged that the Maharashtra Coastal Zone Management Authority (MCZMA) had erred in granting CRZ clearance for the renovation and expansion of the sea-facing bungalow and had questioned whether the statutory environmental approvals had been obtained in accordance with applicable regulations.
During the hearing, senior advocate Shoeb Alam, appearing for the petitioner, argued that the matter should be examined on its legal merits and should not be influenced by the celebrity status of the property owner. He also submitted that the petitioner had previously raised public interest issues, including the Adarsh Housing Society case, and sought a detailed examination of the approvals.
The Bench, however, stated that its decision was based solely on compliance with the law and not on the identity of the property owner. The court observed that homeowners are entitled to renovate their residential properties provided the applicable legal framework is followed. It further remarked that the authorities had found substantial compliance with the relevant regulations and questioned the basis for third-party intervention where statutory procedures had been followed. The court also expressed reservations regarding the bona fides of the petitioner before dismissing the appeal.
The NGT had previously rejected the challenge after holding that no procedural irregularity or legal infirmity had been established in the approval granted by the MCZMA. The tribunal concluded that the environmental and coastal regulatory permissions had been issued in accordance with the applicable framework, thereby permitting the renovation and expansion works to continue.
Mannat, one of Mumbai's prominent sea-facing residential properties, is undergoing extensive renovation and expansion, including the construction of two additional residential floors. Shah Rukh Khan and his family have temporarily relocated while the works are underway. The Supreme Court's decision removes the final legal challenge to the CRZ approval, enabling the renovation to continue in accordance with the permissions already granted by the competent authorities.
