The Bihar government has relaxed restrictions on the sale, purchase and transfer of land in proposed Greenfield Satellite Township areas after the final publication of their development plans. The move is aimed at providing relief to landowners while ensuring planned urban development is not affected. The revised policy allows land transactions under defined conditions and is expected to improve investor confidence without disrupting township projects. The state has been planning 11 Greenfield satellite townships to support urban expansion, ease pressure on existing cities and create modern, well-planned urban centres.
The Bihar government has approved a relaxation in restrictions on the sale, purchase and transfer of land in notified Greenfield Satellite Township areas after the final publication of their development plans. The decision is intended to provide relief to landowners and investors while ensuring that the implementation of planned township projects continues without disruption.
Under the revised policy, land transactions will now be permitted after the development plan for a satellite township is officially notified. Earlier, restrictions had been imposed on land dealings in these areas while master plans were being prepared to prevent unplanned development and speculative transactions. The government said the new framework strikes a balance between planned urbanisation and the interests of landowners.
The relaxation is expected to benefit property owners whose land falls within the notified township areas by allowing genuine sale, purchase and transfer of land. At the same time, the state has clarified that all future transactions will remain subject to the approved development plans and planning regulations governing the proposed townships.
The proposed satellite townships form part of Bihar's broader urban development strategy aimed at creating modern, well-planned urban centres with residential, commercial and public infrastructure. The initiative is expected to reduce pressure on existing cities, promote balanced regional development and improve the state's relatively low urbanisation level.
The state government has already announced plans to develop 11 Greenfield satellite townships across Bihar through a land pooling model. Under the policy, farmers and landowners are expected to receive at least 55 per cent of their land back in a fully developed form, along with access to better infrastructure and civic amenities. The government has said the model is intended to ensure that landowners benefit from the appreciation in land value generated through planned development.
To support these projects, the Bihar government has also taken steps to strengthen the institutional framework for urban development. The Bihar Urban Development Authority (BUDA) Bill, 2026, was recently passed to oversee planned urban expansion, including the proposed satellite townships, while the state has also approved a long-term financing framework through HUDCO for township development.
Officials believe the revised land transaction policy will improve investor confidence by removing uncertainty over land ownership and transactions while ensuring that infrastructure development proceeds according to approved master plans. The government has maintained that regulated development will remain a priority and that planning norms will continue to guide construction and land use within the township areas.
