The Union government has informed Parliament that Andhra Pradesh did not submit a proposal seeking houses under the Pradhan Mantri Awas Yojana–Urban (PMAY-U) 2.0 despite being eligible for assistance. Union Minister of State for Housing and Urban Affairs Tokhan Sahu stated that the Centre had repeatedly requested the state government to submit proposals under the scheme but had not received any response. As a result, no central assistance has been sanctioned for Andhra Pradesh under PMAY-U 2.0. The Centre also clarified that allocations under the scheme depend on proposals received from states and Union Territories, with assistance released only after due appraisal and approval.
The Union government has informed Parliament that Andhra Pradesh has not sought any houses under the Pradhan Mantri Awas Yojana–Urban (PMAY-U) 2.0, resulting in no allocation of central assistance for the state under the flagship urban housing scheme. The clarification was made in the past week by Union Minister of State for Housing and Urban Affairs Tokhan Sahu in a written reply to a question raised in the Lok Sabha.
The response came after YSRCP MP Maddila Gurumoorthy sought details regarding the state's housing requirements under PMAY-U 2.0 and the number of houses sanctioned for Andhra Pradesh over the past decade. In his reply, Sahu stated that the Ministry of Housing and Urban Affairs had invited proposals from all states and Union Territories for implementation of PMAY-U 2.0 but had not received any proposal from Andhra Pradesh.
According to the minister, the Ministry had written to the Andhra Pradesh government on 27 January 2025, 12 June 2025 and 10 July 2025 requesting it to submit proposals under the scheme. Despite these communications, the state government had not forwarded any proposal for appraisal and approval under PMAY-U 2.0. Consequently, no houses have been sanctioned to Andhra Pradesh under the scheme.
The minister explained that PMAY-U 2.0 was approved by the Union Cabinet to provide financial assistance for the construction, purchase or rental of houses for eligible urban households. The scheme has a target of supporting one crore urban families across the country. It provides central assistance of up to INR 2.50 lakh per eligible beneficiary, with implementation undertaken through states and Union Territories.
Sahu stated that financial assistance under PMAY-U 2.0 is released only after proposals submitted by states and Union Territories are examined and approved by the Ministry. The allocation of houses is therefore based on demand placed by individual states rather than predetermined state-wise targets.
Responding to a separate query, the minister also noted that the Centre had not received any proposal from the Andhra Pradesh government seeking additional support for urban housing beyond the PMAY-U 2.0 framework. He reiterated that the Ministry remained committed to considering proposals from all states, including Andhra Pradesh, once they are submitted in accordance with the scheme's prescribed guidelines and appraisal process.
The Union government maintained that implementation of PMAY-U 2.0 continues to be demand-driven and depends on timely proposals from state governments, with central assistance sanctioned only after the completion of the required approval process.
