Centre approves INR 2,482 crore road network for border villages under Vibrant Villages Programme

Synopsis

The Central Government has approved 111 road projects worth INR 2,481.93 crore under the Vibrant Villages Programme-I (VVP-I) to improve all-weather road connectivity for 134 unconnected villages along India's northern border. The initiative forms part of a broader strategy to strengthen border infrastructure, enhance access to essential services and support socio-economic development in remote frontier regions. The programme also continues to expand mobile connectivity, electricity, drinking water, healthcare and education infrastructure across identified border villages.

The Central Government has approved 111 road infrastructure projects worth INR 2,481.93 crore under the Vibrant Villages Programme-I (VVP-I), marking another step towards improving connectivity and infrastructure in India's strategically important northern border regions. The sanctioned projects are intended to provide all-weather road access to 134 villages that currently lack reliable connectivity, supporting the government's broader objective of promoting balanced development in remote frontier areas.
Launched in February 2023 as a Centrally Sponsored Scheme, the Vibrant Villages Programme-I focuses on the comprehensive development of villages located along India's northern border. The programme covers 662 villages across 46 border blocks in 19 districts of Arunachal Pradesh, Himachal Pradesh, Sikkim, Uttarakhand and the Union Territory of Ladakh. These villages have been prioritised because of their strategic significance and the need to improve living conditions for local communities residing in difficult terrain.
According to the Ministry of Home Affairs, projects sanctioned under the programme extend beyond road infrastructure and encompass multiple sectors aimed at improving the quality of life in border regions. Since the scheme's launch, over 1,200 projects with an outlay exceeding INR 3,065 crore have been approved by the ministry across the participating states and Union Territory. Of these, more than 300 projects have already been completed, while additional initiatives are being implemented through convergence with various central ministries and departments.
The road projects are expected to significantly improve accessibility for residents, particularly during adverse weather conditions when transportation in mountainous regions often becomes difficult. Reliable road connectivity is expected to facilitate faster movement of people, goods and emergency services while strengthening access to healthcare, education and markets. Improved transportation infrastructure is also likely to support local economic activity by reducing travel time and improving links with nearby towns and administrative centres.
The programme has simultaneously expanded the provision of essential public services in the identified villages. Government data indicates that hundreds of villages under the scheme have already been connected with 4G mobile services, piped drinking water supply and electricity through both grid-based and off-grid systems. Additional renewable energy initiatives, including off-grid solar projects and micro-hydel installations, have also been sanctioned to improve energy access in remote settlements. Healthcare and education infrastructure have likewise received attention through the sanctioning of mobile medical units and school infrastructure projects.
Officials have stated that implementation of the Vibrant Villages Programme is reviewed periodically through coordination between the Ministry of Home Affairs, concerned central ministries and the respective state governments. This collaborative approach is intended to ensure timely execution of projects while addressing implementation challenges that arise because of the geographical and climatic conditions prevalent in border regions.
The latest approval reflects the government's continued emphasis on strengthening infrastructure in border areas through integrated development rather than isolated construction activities. By combining road connectivity with improvements in telecommunications, utilities, healthcare, education and renewable energy, the programme seeks to create self-sustaining and resilient border communities. As implementation progresses, the newly approved road projects are expected to enhance connectivity, improve service delivery and contribute to the long-term socio-economic development of India's northern frontier villages.
