Chandigarh Administration is preparing to launch an online tenancy portal to implement the Chandigarh Tenancy Rules, 2026, creating a digital framework for registering rental agreements and related services. The portal, developed by the INational nformatics Centre (NIC), will enable online registration, generation of a Unique Identification Number (UIN), rent revision applications and grievance redressal. Officials recently reviewed the platform ahead of its rollout, directing improvements in usability, language accessibility and testing before its public launch.
The Chandigarh Administration is set to launch an online tenancy portal to facilitate the implementation of the Chandigarh Tenancy Rules, 2026, introducing a digital system for registering tenancy agreements and accessing tenancy-related services. The portal, developed by the National Informatics Centre (NIC), was reviewed by Deputy Commissioner Nishant Kumar Yadav during a meeting held in the past week with senior administration officials, including the Additional Deputy Commissioner, tehsildars and NIC representatives, ahead of its public rollout.
During the review, NIC officials demonstrated the complete online workflow of the platform, covering registration of tenancy agreements, generation of a Unique Identification Number (UIN), filing of applications for rent revision and an online grievance redressal mechanism. Residents will be able to access these services through the Government of India's ServicePlus portal, allowing landlords and tenants to complete tenancy-related formalities digitally.
Following the demonstration, the Deputy Commissioner instructed NIC to make the portal more user-friendly before its launch. He also directed officials to introduce support in the local vernacular and undertake extensive testing to ensure the platform functions smoothly for residents. The administration said the objective is to provide an accessible digital interface through which both landlords and tenants can register agreements and avail themselves of related services with minimal procedural hurdles.
The portal forms part of the Chandigarh Tenancy Rules, 2026, which have been framed under Section 44 of the Assam Tenancy Act, 2021, as extended to the Union Territory of Chandigarh. The administration has placed the draft rules in the public domain and invited objections and suggestions from stakeholders within 30 days of the notification before the framework is finalised.
Under the proposed rules, every tenancy agreement must be intimated online to the Rent Authority or the tehsildar within two months of its execution. After verification, the system will issue a UIN through an electronic receipt within seven days, creating an official digital record of the tenancy. The framework is intended to formalise rental arrangements, reduce reliance on undocumented or oral agreements and support time-bound processing of tenancy-related matters.
The proposed digital platform also incorporates provisions for data privacy and security. Tenancy records will remain accessible only to the parties concerned and authorised officials, while OTP-based verification will be mandatory for online submissions to minimise fraudulent registrations. In addition to registration services, the portal will support applications for rent revision and provide an online mechanism for grievance redressal, enabling residents to access tenancy-related services through a single digital platform.
