The Haryana Cabinet has approved a series of policy decisions covering affordable housing, industrial growth, governance reforms, welfare measures and electric mobility. Among the key decisions is a substantial reduction in stamp duty and registration charges for eligible beneficiaries under Pradhan Mantri Awas Yojana-Urban 2.0. The Cabinet also cleared a new MSME and export promotion policy, tax incentives for electric vehicles, a property tax assessment framework, compensation norms for custodial deaths, amendments to revenue and health service rules, and several measures related to education, employment and minority welfare.
The Haryana Cabinet has approved a wide range of policy decisions aimed at supporting affordable housing, promoting industrial development, improving governance, strengthening welfare measures and encouraging the adoption of electric vehicles across the state.
One of the key decisions is a major reduction in stamp duty and registration charges for eligible beneficiaries under the Pradhan Mantri Awas Yojana-Urban (PMAY-U) 2.0. The Cabinet, chaired by Chief Minister Nayab Singh Saini, approved concessional charges for Economically Weaker Section (EWS) beneficiaries purchasing eligible dwelling units measuring up to 60 square metres.
Under the revised provisions, eligible beneficiaries will now pay only INR 500 as stamp duty and INR 500 as the registration fee for each conveyance deed. At present, buyers are required to pay a stamp duty of 5 per cent along with an additional duty of 2 per cent, while registration charges are levied according to prescribed slabs. The state government said the decision is intended to reduce the financial burden on lower-income homebuyers and support the Centre's Housing for All initiative.
The latest decision aligns with the objectives of PMAY-U 2.0, under which the Union government is continuing financial assistance for eligible urban households to purchase, construct or enhance homes. The scheme places greater focus on first-time homebuyers from economically weaker and low-income categories while encouraging affordable housing development.
The Cabinet also approved a Bill to establish Kusum International University in Rewari through an amendment to the Haryana Private Universities Act, 2006. According to the government, the university is expected to expand higher education capacity in the state and contribute towards achieving the National Education Policy 2020 target of a 50 per cent Gross Enrolment Ratio.
To strengthen financial accountability in public institutions, the Cabinet approved the draft Haryana Local Audit Bill, 2026, which proposes a statutory framework for independent audits of local bodies and institutions receiving public funds. The proposed legislation authorises the Local Audit Department to issue surcharge notices, obtain official records and submit audit reports to the State Legislature within specified timelines.
The Cabinet also approved the Haryana Progressive MSME and Export Promotion Policy 2026, which the government described as its most comprehensive policy for the micro, small and medium enterprises sector. The policy includes 60 initiatives designed to attract INR 55,000 crore in manufacturing investment, generate more than five lakh employment opportunities and double Haryana's exports over the next five years.
The policy provides incentives including capital subsidies, interest subsidies, credit support, export assistance, common infrastructure, technology adoption and sustainability measures. Haryana has been focusing on strengthening its manufacturing ecosystem and export competitiveness through policy reforms, infrastructure development and investment promotion.
In another welfare measure, the Cabinet approved compensation of INR 7.5 lakh for the legal heirs of persons who die due to unnatural causes while in police custody, including torture, suicide, disputes among detainees or negligence by police personnel. However, compensation will not be provided in cases involving natural death, illness, escape attempts or natural disasters.
The government also decided that in cases where custodial death is caused by torture, at least half of the compensation amount will be recovered from the salaries of the police personnel found guilty.
The Cabinet further approved a 20 per cent horizontal reservation for Haryana domicile ex-Agniveers in recruitment to the posts of Fire Operator-cum-Driver, Wildlife Guard, Constable in the Indian Reserve Battalion and the State Disaster Response Force. The government stated that the measure would create employment opportunities while utilising the skills acquired during military service.
Another decision relates to the implementation of rules under the Haryana Abadi Deh (Vesting, Recording and Resolving of Ownership Rights) Act, 2025. The rules are intended to establish legal ownership records for properties located in Lal Dora areas while providing a transparent process for determining ownership and resolving disputes.
To improve revenue administration, the Cabinet amended the Haryana Revenue Patwaris Service Rules. The mandatory training period for trainee Patwaris has been reduced from 18 months to one year. Trainees will also receive a regular salary instead of a stipend, while their pay scale after successfully completing training has been upgraded.
The Cabinet also approved amendments to the Health Department service rules by creating 22 posts of Senior Radiology Officer and redesignating Radiographers as Radiology Officers.
To encourage women to register vehicles in their own names, the government approved a one per cent rebate in motor vehicle tax for non-transport vehicles priced up to INR 20 lakh and registered in the name of women.
In another move to promote clean mobility, the Cabinet approved a 100 per cent exemption from motor vehicle tax on new electric two-wheelers, three-wheelers and four-wheelers priced up to INR 30 lakh. Electric vehicles priced above INR 30 lakh will receive a 50 per cent tax exemption, while the existing 20 per cent rebate on CNG vehicles will continue.
The Cabinet also cleared the Haryana State Commission for Minorities Bill, 2026, which provides for the establishment of a statutory commission to safeguard the rights and welfare of minority communities.
Additionally, the government relaxed provisions under its compassionate appointment policy to allow three Haryana domicile dependents of martyred Armed Forces and Central Armed Police Forces (CAPF) personnel, who were minors at the time of their parents' death, to be considered for Group-C government jobs after attaining adulthood.
Another important approval was the in-principle clearance for a formula-based property tax assessment system for urban local bodies. The proposed framework will replace the existing mechanism introduced in 2013 and is intended to make property tax assessment more transparent and uniform. It will also provide exemptions for religious institutions, government schools and hospitals, agricultural properties and several other eligible categories.
