The Municipal Corporation of Manesar (MCM) has started a survey to identify paying guest (PG) accommodations and guest houses operating from residential areas without permission. The exercise aims to verify whether such properties comply with zoning rules, building regulations and taxation norms. Officials said the mapping will help prepare a comprehensive database before action is taken against violations. The move follows MCM's broader efforts to regulate commercial activities in residential properties, improve civic oversight and address complaints related to unauthorised establishments operating across the city's rapidly developing residential sectors.
The Municipal Corporation of Manesar (MCM) has launched a detailed mapping exercise to identify paying guest (PG) accommodations and guest houses operating from residential areas without the required approvals. The civic body will conduct surveys across different sectors to prepare a complete database of such establishments before initiating enforcement measures against those found violating land-use and municipal regulations.
Officials said the survey is intended to determine whether these properties are functioning in accordance with approved zoning norms, building regulations and applicable taxation rules. The collected information will also help the corporation assess the scale of unauthorised commercial activity in residential neighbourhoods and improve monitoring of such properties in the future.
According to civic officials, many PGs and guest houses have come up in residential areas due to the growing demand for rental accommodation from employees working in the nearby Industrial Model Township (IMT) Manesar, students and other professionals. However, several of these establishments are suspected of operating without the necessary permissions or by continuing to pay residential property taxes despite commercial use, resulting in revenue loss for the corporation.
The civic body said the mapping exercise will also examine compliance with building safety norms and municipal regulations. Once the survey is completed, authorities are expected to take action against properties found violating land-use rules or operating without the required approvals. Officials indicated that enforcement could include notices and other measures under the applicable municipal laws.
The latest exercise builds on MCM's earlier enforcement drive announced in recent months, under which property owners were directed to disclose the actual use of their buildings. At that time, the corporation had warned that residential properties being used for PGs, hostels, coaching centres and other commercial activities without updating municipal records amounted to tax evasion and could attract penalties, revised tax assessments, sealing of premises and disconnection of civic services in serious cases.
The action also comes amid increased regulatory scrutiny of unauthorised PGs and guest houses across the Gurugram region. In recent months, authorities have stepped up inspections and enforcement against commercial establishments operating from residential plots without complying with planning, safety and licensing norms, citing concerns related to land-use violations, civic infrastructure pressure and public safety.
