The Pune Municipal Corporation (PMC) has officially taken over the Pune Metropolitan Region Development Authority's (PMRDA) flagship town planning (TP) schemes after nearly eight years of planning and administrative processes. The transfer follows the inclusion of 23 villages into PMC limits, bringing the planning and implementation of these schemes under the civic body's jurisdiction. The move is expected to streamline approvals, infrastructure planning and project execution while ensuring better coordination between urban planning and civic development in the newly merged areas.
The Pune Municipal Corporation (PMC) has assumed responsibility for the Pune Metropolitan Region Development Authority's (PMRDA) flagship town planning (TP) schemes, marking the end of nearly eight years of planning under the metropolitan authority. The transfer comes after the 23 villages covered under these schemes became part of the PMC limits, shifting the responsibility for planning and implementation to the civic body.
The town planning schemes were originally prepared by PMRDA to facilitate planned urban development through land pooling, road networks, public amenities and supporting infrastructure in rapidly urbanising areas. Under the revised administrative arrangement, PMC will now oversee their implementation, process development permissions and integrate the projects with its broader urban development plans.
Officials said the transfer is expected to improve coordination between planning and execution, as a single authority will now manage approvals, civic infrastructure and development activities within the merged villages. Bringing these functions under PMC is also expected to reduce administrative overlaps and help speed up the implementation of infrastructure projects in these areas.
The TP schemes are considered among PMRDA's key urban planning initiatives and were designed to promote organised development instead of unplanned growth. They include provisions for roads, open spaces, public utilities and essential infrastructure while allowing landowners to receive reconstituted developed plots under the land pooling model. This approach has been adopted to support planned expansion without large-scale land acquisition.
Over the past several years, PMRDA completed surveys, planning exercises and statutory procedures for these schemes before the administrative transfer. The authority will continue to oversee town planning projects that remain within its jurisdiction, while PMC will now take forward the schemes located in the newly merged villages.
The transfer comes as Pune continues to witness rapid urban expansion, with civic agencies focusing on creating planned infrastructure in newly developed areas. Town planning schemes have become an important tool for ensuring organised growth by providing road networks, civic amenities and public infrastructure alongside private development, reducing the chances of haphazard urbanisation.
