DGCA to launch digital platform for faster aviation incident reporting, government reiterates airfare policy

Synopsis

The Directorate General of Civil Aviation (DGCA) is developing a digital platform on the eGCA portal to streamline the reporting and processing of aviation incidents. The initiative is expected to improve the speed and efficiency of mandatory occurrence reporting while strengthening aviation safety oversight. The government also reiterated that domestic airfares remain market-driven, with prices determined by demand, fuel costs and other operational factors. However, it clarified that it can intervene in exceptional situations by capping fares or reallocating airline capacity to protect passenger interests.

The Directorate General of Civil Aviation (DGCA) is working on a digital platform that will enable electronic reporting of aviation incidents through the eGCA portal, with the aim of making mandatory occurrence reporting faster and more efficient. 
During a written reply in the Rajya Sabha earlier this week, Civil Aviation Minister K. Rammohan Naidu said the aviation regulator already follows a structured safety oversight mechanism to monitor compliance with aviation rules and Civil Aviation Requirements (CARs) across airlines and airport operators. 
He said the DGCA's safety oversight framework includes regulatory audits, night surveillance, ramp inspections, spot checks and special audits to ensure that operators comply with prescribed safety standards. 
The minister further informed the House that the DGCA is in the process of introducing a digital platform for occurrence reporting on the eGCA portal. According to him, the system will facilitate electronic submission and processing of mandatory occurrence reports, improving both the timeliness and efficiency of incident reporting. The eGCA portal is the government's e-Governance platform for civil aviation services and regulatory processes. 
The move is part of the regulator's broader efforts to strengthen aviation safety oversight through greater digitisation and faster reporting mechanisms. Mandatory occurrence reporting plays a key role in identifying safety concerns, analysing incidents and implementing preventive measures to reduce operational risks across the aviation sector. 
In a separate written reply, Minister of State for Civil Aviation Murlidhar Mohol said domestic airfares continue to be determined by market forces, with airlines following dynamic pricing based on supply and demand. 
He said ticket prices are influenced by several factors, including seat occupancy, fuel costs, aircraft capacity, seasonal demand and other operational considerations. 
The minister added that the government generally does not regulate airfares in order to maintain a competitive aviation market. However, he said the Centre continues to monitor airfare trends and may intervene under exceptional circumstances by redistributing airline capacity across routes or imposing temporary fare caps. Such interventions have previously been undertaken during the COVID-19 pandemic, major events such as the Maha Kumbh, and extraordinary situations including the Pahalgam incident and the IndiGo flight disruptions. 
The government has consistently maintained that while airlines have the freedom to determine fares under the deregulated pricing regime introduced in India, passenger interests continue to be monitored through regulatory oversight, particularly during emergencies or periods of unusually high travel demand.
