The New Delhi Municipal Council (NDMC) has prohibited road-cutting activities across its jurisdiction from July 1 to September 30 as part of its monsoon preparedness measures. The restriction covers Lutyens’ Delhi and aims to prevent waterlogging, road deterioration, traffic disruptions and safety risks during the rainy season. Ongoing excavation works have been directed to be completed and restored before the monsoon period, while previously approved projects that have not commenced will remain suspended. Exceptions will only be granted for emergency public utility works subject to approval from the NDMC Chairperson. The move forms part of the civic body's broader strategy to maintain road safety, preserve infrastructure integrity and ensure uninterrupted movement for residents and commuters during periods of heavy rainfall.
The New Delhi Municipal Council (NDMC) has announced a ban on road-cutting works across its jurisdiction from July 1 to September 30, seeking to minimise disruption to traffic movement and reduce infrastructure-related risks during the monsoon season.
The restriction, which applies throughout the NDMC area including Lutyens’ Delhi, has been introduced as part of the civic body's annual monsoon preparedness measures. According to officials, the decision is intended to prevent waterlogging, road damage, traffic congestion and inconvenience to residents and commuters during periods of heavy rainfall.
Under the directive, no new permissions for road-cutting activities will be granted during the three-month period. The ban covers excavation works undertaken by utility agencies, contractors and other executing authorities that require opening up road surfaces for infrastructure installation or maintenance.
The NDMC has instructed all departments and agencies currently undertaking road-cutting works to complete the activities and restore affected stretches before the onset of the restricted period. Officials stated that roads must be properly levelled, dressed and reinstated to ensure safe movement for pedestrians and motorists.
The civic body has also clarified that permissions previously granted for projects that have not yet commenced will remain suspended during the ban period. Such works will only be allowed in exceptional circumstances where they are deemed necessary for urgent public utility services or emergency situations. Any such approval will require specific clearance from the NDMC Chairperson.
Officials indicated that maintaining the structural integrity of roads during the monsoon remains a priority. Excavated stretches are particularly vulnerable to subsidence, pothole formation and water accumulation during heavy rainfall, often creating hazards for motorists and disrupting traffic flow. The temporary suspension of road-cutting activities is intended to mitigate these risks and support smoother mobility across the capital's administrative district.
The decision aligns with NDMC's wider monsoon management programme for 2026, which includes drain desilting, repairs to damaged road infrastructure, deployment of dewatering systems and enhanced monitoring of waterlogging-prone locations. Earlier this year, the civic body reported completing the first phase of desilting operations and implementing measures aimed at improving drainage efficiency across its jurisdiction.
NDMC officials have directed utility agencies, contractors and executing bodies to strictly comply with the order throughout the monsoon period. The civic body stated that restricting excavation activities during the rainy season is necessary to ensure public safety, reduce infrastructure damage and maintain uninterrupted traffic movement across one of Delhi's most important administrative and diplomatic districts.
