Haryana launches 24-hour auto-mutation system, enabling fully digital property registration

Synopsis

Haryana has introduced an upgraded Auto Mutation System and Paperless Registration 2.0, enabling property ownership records to be updated within 24 hours of registration without requiring separate mutation applications. The reform digitally integrates property registration with land records, reducing paperwork, manual intervention and transaction delays. Aimed at improving transparency, curbing fraud and strengthening ease of doing business, the initiative is expected to benefit homebuyers, developers, financial institutions and other stakeholders by ensuring faster, more accurate and secure property ownership transfers across the state.

The Haryana government has launched the Auto Mutation System and Paperless Registration 2.0, a technology-driven reform designed to make property registration and land record management fully digital, transparent and time-bound. Under the new framework, mutation of property records can be completed within 24 hours of registration, significantly reducing delays in ownership transfers. 
The initiative integrates the property registration process directly with the state's revenue records, ensuring that ownership details are updated automatically once a transaction is registered. As a result, citizens will no longer be required to submit separate mutation applications after purchasing property. 
State officials said the reform is intended to minimise paperwork, improve accuracy in land records and reduce opportunities for fraud arising from delays between registration and mutation. By automating the process, the government expects to strengthen transparency and improve trust in property transactions. 
The move builds on Haryana's broader digital governance agenda. The state has been progressively implementing paperless property registration systems and digitising land administration services to reduce citizen visits to government offices and improve service delivery. 
Officials noted that the Centre for Paperless Registration and Auto Mutation will also support long-term planning by creating more reliable and up-to-date land records. The system is expected to benefit homebuyers, developers, financial institutions and other stakeholders involved in property transactions by providing faster and more secure ownership transfers. 
The launch comes as Haryana continues to modernise its revenue administration. Recent digitisation efforts have reportedly reduced pending mutation cases by more than 90%, while the statewide auto-mutation rollout is expected to further streamline land record management and improve operational efficiency.
