More than 160 farmers and landowners in Raigad district have consented to land acquisition for MMRDA’s proposed Third Mumbai project. The acquisition covers 124 villages across Uran, Panvel and Pen talukas within the 323.44 sq km Karnala-Sai-Chirner New Town area. Landowners are being offered compensation through cash, TDR, FSI or developed land. The project is planned near major infrastructure assets including Navi Mumbai International Airport and Atal Setu, with MMRDA leading the development process.
The Mumbai Metropolitan Region Development Authority (MMRDA) has secured consent from more than 160 farmers and landowners for land acquisition linked to the proposed Third Mumbai project, marking an early milestone in the development of the Karnala-Sai-Chirner (KSC) New Town in Raigad district. The consents have been received as part of the authority’s ongoing effort to acquire land across 124 villages in Uran, Panvel and Pen talukas for the large-scale urban development project.
The acquisition exercise covers 323.44 sq km designated for the KSC New Town, an area identified by MMRDA as a future urban growth centre within the Mumbai Metropolitan Region. The project falls within the influence zone of key infrastructure assets including the Navi Mumbai International Airport and the Mumbai Trans Harbour Link, now known as Atal Setu.
MMRDA, which has been appointed as the New Town Development Authority for the project, began the consent process after the Maharashtra government issued a framework governing land acquisition, compensation and land allocation. Landowners have been invited to submit their consent through an online process supported by documentation including Aadhaar details and land ownership records.
Under the approved policy, farmers and landowners are being offered multiple compensation mechanisms. These include monetary compensation through mutual agreement under the Maharashtra Regional and Town Planning Act, 1966, compensation in the form of Floor Space Index (FSI) or Transferable Development Rights (TDR), and the option of receiving 22.5% of the acquired area as developed land within Uran, Panvel or Pen talukas. Officials have stated that participation in the acquisition process remains voluntary and that landowners unwilling to part with their land will not be compelled to do so.
The authority has also indicated that environmentally sensitive areas, including mangroves, forest land and Coastal Regulation Zone (CRZ) areas, will remain outside the scope of development. The approach forms part of the planning framework being adopted for the new township.
The Third Mumbai project is being planned as a mixed-use urban centre comprising residential, commercial, institutional and industrial development. MMRDA has outlined plans for logistics facilities, data centre clusters, offices, educational institutions and housing developments, supported by transit-oriented planning principles. The location benefits from proximity to the Jawaharlal Nehru Port, the Mumbai-Goa Highway, the Mumbai-Pune Expressway, railway networks and the proposed Metro Line 8 connection to Mumbai’s international airport.
With the consent process underway and land acquisition gathering pace, MMRDA has entered a critical phase in advancing one of Maharashtra’s largest planned urban development projects, aimed at expanding the metropolitan region’s growth footprint beyond Mumbai and Navi Mumbai.
