NCRTC invites bids for skywalk with travelators linking Anand Vihar station to ISBT Kaushambi

National Capital Region Transport Corporation Ltd (NCRTC) has floated a tender for construction of a skywalk with travelators at the Anand Vihar multimodal hub, connecting Anand Vihar Railway Station to ISBT Kaushambi. The project includes integrated access to the Delhi-Meerut Namo Bharat corridor, DMRC Line 3 and Line 4, and a foot-over-bridge linking the Namo Bharat and DMRC stations at Anand Vihar. The contract, bearing bid security of INR 71,11,854, carries a 15-month completion period. Bids must be submitted online by 13 July 2026, with technical bids opening the following day.

National Capital Region Transport Corporation Ltd (NCRTC) has invited open e-bids for the construction of a skywalk with travellers at the Anand Vihar multimodal hub in Delhi, under bid reference number DM/MS/CPM-GZ/312, dated 12 June 2026. The work is intended to provide seamless connectivity between Anand Vihar Railway Station and ISBT Kaushambi, with integrated access to the Delhi-Meerut Namo Bharat corridor and Delhi Metro Rail Corporation's (DMRC) Line 3 and Line 4. NCRTC, a joint venture company of the Government of India and participating state governments, is inviting bids through the Open Competitive Bidding (OCB) route under a Single Stage Two Packet System. The corporation's corporate office is located at GatiShakti Bhawan, INA, New Delhi. 
The scope of work also includes a connecting foot-over-bridge providing paid-to-paid connectivity between the Namo Bharat station and the DMRC station at Anand Vihar, situated along the Delhi-Ghaziabad-Meerut Namo Bharat corridor. The contract carries a completion period of 15 months from the date of commencement. Bid security has been fixed at INR 71,11,854, to be submitted in original physical form, with the validity of the bank guarantee or fixed deposit receipt extending to 5 February 2027. Bidders submitting bid security through a bank guarantee, demand draft, banker's cheque, or fixed deposit receipt must deposit the original document at the office of the Chief Project Manager, Ghaziabad, by 1500 hours on 13 July 2026, in addition to uploading scanned copies online. 
Bid documents are available free of cost on the e-procurement portal from 12 June 2026 to 13 July 2026, up to 1500 hours. The last date for seeking clarifications on the tender has been set for 22 June 2026, up to 1700 hours, with replies to be issued at least ten days prior to the bid submission deadline. A pre-bid meeting will be conducted through video conferencing on 19 June 2026 at 1100 hours, for which interested bidders must request a link at least two days in advance via the official email address of the Chief Project Manager's office in Ghaziabad. NCRTC has indicated that it may permit a maximum of two email addresses per company to join the video conference, depending on the volume of requests received. 
Online bid submission will open on 3 July 2026 from 1100 hours and close on 13 July 2026 at 1500 hours, with technical bids scheduled to be opened on 14 July 2026 at 1500 hours. All submissions must be made electronically through the government e-procurement portal, with manual bids not permitted. Bidders are required to hold a valid Class-III digital signature for their authorised signatory, registered through a notarised power of attorney. 
The tender notice clarifies that, since the contract pertains to works, registered Micro and Small Enterprises (MSEs) will not be exempt from payment of bid document costs or bid security, as the Public Procurement Policy for MSEs Order, 2012, does not apply to works contracts. Purchase preference under the Make in India and Startup India provisions, as specified in Clause 36 of the Instructions to Bidders, will be considered only for bidders submitting the requisite supporting documentation. Bids are required to remain valid for 180 days from the bid submission deadline. NCRTC has reserved the right to accept or reject any or all bids without assigning reasons, and has stated that the Letter of Acceptance to the successful bidder will be dispatched by registered post, courier, hand delivery, and email.
