The Haryana government is strengthening its digital land administration framework through the rollout of the upgraded Paperless Registration 2.0 and Auto-Mutation system. Chief Minister Nayab Singh Saini has directed officials to simplify property registration, land transaction and mutation services by making them transparent, secure and time-bound. The upgraded platform introduces Aadhaar-based e-KYC, biometric authentication, digital signatures and QR code-enabled document verification, while integrating online approvals from government departments. The state has also set deadlines for clearing pending mutation and Khata Kasht cases, alongside exploring online property registration for non-resident Haryana residents through video-based verification to improve accessibility and service delivery.
The Haryana government has directed officials to accelerate the implementation of digital land administration reforms aimed at simplifying property registration and land-related services across the state. During a review meeting held in the past week, Chief Minister Nayab Singh Saini assessed the progress of the Revenue and Disaster Management Department's Paperless Registration 2.0 and Auto-Mutation system, emphasising the need for a transparent, secure and time-bound framework for land transactions.
According to the state government, the objective of the upgraded system is to create a modern revenue administration mechanism under which services relating to property registration, land transactions and mutation are completed efficiently while reducing the need for citizens and farmers to make repeated visits to government offices. Saini said the government was committed to delivering the maximum possible services online, allowing residents to access them from their homes.
During the meeting, Additional Chief Secretary and Financial Commissioner (Revenue and Disaster Management) Sumita Misra informed the Chief Minister that several improvements had been incorporated into Paperless Registration 2.0 following feedback received from citizens and other stakeholders. The application process has also been simplified to make property registration more convenient for applicants.
Officials said the upgraded platform makes Aadhaar-based electronic Know Your Customer (e-KYC), biometric authentication and digital signatures mandatory to enhance the security and authenticity of property registration documents. Every registered document will also carry a QR code to facilitate digital verification.
To improve transparency, a specified number of property registration applications will be randomly routed to Sub-Divisional Magistrates and District Revenue Officers for scrutiny. Officials further informed the meeting that applicants will no longer be required to obtain separate No Objection Certificates (NOCs) from the Department of Town and Country Planning, as the verification process will be completed digitally through integration with the relevant government departments.
The new system also enables applicants to track the status of their registration applications online, upload additional documents and electronic stamp papers digitally, and convert a standard appointment into a Tatkal appointment where required. According to officials, the introduction of the Tatkal registration facility has also contributed to an increase in revenue collections.
Saini directed officials to expedite the disposal of pending Khata Kasht cases relating to the grant of ownership rights and examine the feasibility of allowing Haryana residents living abroad to complete property registration online using video-based verification and other digital technologies.
The Chief Minister also instructed the Revenue Department to clear all pending mutation (Intkal) cases across the state within one month, with progress to be reviewed on a weekly basis. He warned that accountability would be fixed in cases where officers or tehsil employees deliberately delayed property registrations or raised unnecessary objections. He further directed officials to establish a robust monitoring mechanism to ensure the effective implementation of the reforms and the timely delivery of land-related services across Haryana.
