The National Highways Authority of India (NHAI) has invited bids for the construction of the Thiruvananthapuram Outer Ring Road (ORR), a major highway project in Kerala estimated to cost INR 8,004.72 crore. The project will involve the development of a 62.7-km four-lane corridor connecting Navaikulam to Vizhinjam on NH-866 through the Build-Operate-Transfer (BOT) model.
According to the notice inviting bids, the Government of India has entrusted NHAI with implementing the project and has initiated the bidding process to select a private concessionaire for its execution. The proposed outer ring road is expected to improve connectivity around Thiruvananthapuram by providing an alternative route for through traffic and strengthening links between northern parts of the district and Vizhinjam.
NHAI has made the Request for Proposal (RFP) documents available through its official portal and the central e-procurement platform. Interested bidders can access the documents between June 5 and August 6, 2026. Online bids must be submitted by 11:00 am on August 5, while the bids are scheduled to be opened on August 7 at 11:30 am.
The authority has specified that bids will be accepted only through the online mode. Certain original documents, including bid security, powers of attorney, consortium agreements, integrity pact and other prescribed documents, will have to be submitted physically by the highest bidder before the issuance of the Letter of Award.
The Thiruvananthapuram Outer Ring Road is expected to play a key role in improving regional mobility, easing congestion on existing roads and supporting the movement of passenger and freight traffic. Once implemented, the corridor is anticipated to strengthen connectivity to the Vizhinjam region while contributing to the long-term development of Kerala's road infrastructure.
