Centre notifies toll collection framework for Bengaluru–Bethamangala section of NE-7 Expressway

Synopsis

• The Ministry of Road Transport and Highways has notified user fee collection for the 71.7-km Phase-1 Bengaluru–Bethamangala section of the NE-7 Greenfield Expressway in Karnataka.
• Four toll plazas, including three interchange plazas, have been designated under a closed user fee collection system, with toll charges linked to the actual distance travelled.
• The notification also provides for concessional passes for frequent users, distance-based tolling and additional charges for overloaded vehicles.
• The Phase-1 project has an estimated capital cost of INR 8,431.15 crore, with toll rates to be revised annually in accordance with National Highways Fee Rules.

The Ministry of Road Transport and Highways (MoRTH) has notified the toll collection framework for the Bengaluru–Bethamangala section of the NE-7 Greenfield Expressway in Karnataka, paving the way for user fee collection on the newly developed corridor. The notification has been issued under the National Highways Act, 1956, authorising the National Highways Authority of India (NHAI) to levy and collect toll on the operational stretch. 
The notification covers the 71.7-km Phase-1 section of the expressway, extending from its junction with NH-207 near Hoskote to Bethamangala. The corridor forms part of the larger NE-7 Greenfield Expressway connecting Karnataka, Andhra Pradesh and Tamil Nadu, with the completed stretch expected to improve regional connectivity and reduce travel time. 
To facilitate toll collection, four fee plazas have been notified, including the main toll plaza near Hedigenabele and three interchange toll plazas at Agrahara, Doddaru Karapanahalli and Vengasandra in Kolar district. The project will operate under a closed user fee collection system, under which vehicles will be charged based on the actual distance travelled between entry and exit points rather than paying a fixed toll for the entire stretch. 
The notification also specifies toll calculation mechanisms for bridges and structures longer than 60 metres by converting their length into equivalent road distance. Multiple-journey passes have been introduced, including a 24-hour return pass and a monthly pass for up to 50 one-way trips using the same entry and exit toll plazas. Overloaded vehicles will be required to pay additional charges and will not be permitted to use the expressway until the excess load is removed. 
According to the notification, the estimated capital cost of the Phase-1 project is INR 8,431.15 crore. The final project cost may vary as land acquisition, utility shifting and other associated works are still underway. The NHAI will maintain records of capital cost recovery through toll revenue, while applicable user fee rates will be revised annually in accordance with the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
