The Haryana Department of Town and Country Planning has issued a clarification on amendments to the Haryana Building Code, 2017, explaining the applicability of revised occupation certificate provisions introduced in December 2025. The clarification specifies that the amended norms will apply prospectively and outlines how pending and completed building applications will be treated. The move is intended to ensure uniform implementation of the revised building regulations by planning authorities across the state while providing clarity to property owners and developers.
The Haryana Department of Town and Country Planning (DTCP) has issued a clarification regarding the implementation of amendments made to the Haryana Building Code, 2017 through its order dated December 8, 2025, providing guidance on the applicability of revised provisions relating to Occupation Certificates (OCs) and building approvals.
The clarification aims to ensure uniform interpretation of the amended regulations by planning authorities, municipal bodies and other agencies responsible for processing building permissions and occupation certificates across the state.
According to the clarification, the revised provisions introduced through the December 2025 amendments are intended to operate prospectively. Buildings for which applications were submitted or approvals were granted before the amendments will continue to be governed by the provisions applicable at the time of their approval, subject to compliance with the relevant conditions prescribed under the earlier regulations.
The department has also clarified the treatment of pending cases to avoid uncertainty among property owners and developers. Authorities have been directed to process applications in accordance with the applicable regulatory framework while ensuring consistency in the implementation of the revised building code.
The clarification follows amendments introduced to the Haryana Building Code in December 2025 as part of the state's efforts to simplify development regulations and improve the ease of obtaining statutory approvals. The amendments covered various aspects of building construction, planning permissions and occupation certificate requirements.
