Odisha has unveiled plans to develop a 25-acre integrated IT park near Damana Square in Bhubaneswar to strengthen the state's technology infrastructure and accommodate rising investor interest. The mixed-use campus will be developed through a public-private partnership, with nearly 70% of its built-up area dedicated to IT and IT-enabled services, supported by commercial, retail, hospitality and residential facilities. The project is expected to support over INR 50,000 crore worth of proposed technology investments, attract global capability centres and semiconductor firms, generate significant employment, and further establish Bhubaneswar as a leading digital and innovation hub in eastern India.
The Odisha government has initiated plans to develop a large integrated IT park in Bhubaneswar as it looks to expand the state's technology infrastructure and support a growing pipeline of investments in information technology, electronics and semiconductor-related industries. The proposed development is expected to create a modern business ecosystem capable of attracting both domestic and international technology companies while strengthening Odisha's position as an emerging digital economy hub.
The project is planned on nearly 25 acres of land at Damana Square, strategically located between Infocity and Infovalley, two of Bhubaneswar's established technology clusters. According to the Expression of Interest (EoI) issued by the Odisha Computer Application Centre (OCAC), the facility will be developed under a public-private partnership model, with a private developer responsible for designing, financing, constructing, operating and maintaining the project.
Designed as a "walk-to-work" technology campus, the proposed IT park will offer more than 4.5 million square feet of built-up space. Nearly 70% of this area has been earmarked for IT and IT-enabled services, including office spaces for multinational corporations, Global Capability Centres (GCCs), semiconductor design firms, artificial intelligence companies and other emerging technology enterprises. The remaining area will accommodate retail outlets, hospitality facilities, serviced apartments and other mixed-use developments that support a self-contained business environment.
The master plan also includes modern office towers, incubation centres, co-working spaces, commercial amenities and smart urban infrastructure aimed at creating an integrated technology ecosystem. Sustainable design principles, digital connectivity and energy-efficient infrastructure are expected to be incorporated to meet the evolving requirements of technology businesses and startups.
The new IT park comes at a time when Odisha is witnessing increasing investor interest across technology-led sectors. State agencies have received investment proposals exceeding INR 50,000 crore in information technology, electronics manufacturing, semiconductors, data centres and allied industries. Several companies have already expressed interest in establishing operations in the state and are awaiting suitable infrastructure and land allocation. The government believes expanding high-quality office infrastructure is essential to convert these investment proposals into operational projects.
To complement the proposed park, Odisha is also accelerating work on several IT towers and commercial technology facilities across Bhubaneswar. Officials are simultaneously reviewing land utilisation in existing technology zones to ensure that previously allotted parcels are being developed efficiently and that unused land can be redeployed for future investments where necessary.
Industry stakeholders have long argued that infrastructure availability plays a decisive role in investment decisions made by technology companies. While Odisha has successfully attracted investment interest through policy initiatives, the timely creation of world-class office infrastructure is increasingly viewed as necessary to remain competitive with other technology destinations across India. The proposed Damana IT Park seeks to address this gap by providing ready-to-use commercial space for expanding businesses.
Once implemented, the integrated IT park is expected to strengthen Bhubaneswar's technology corridor, generate employment, support startup growth and reinforce Odisha's ambitions of becoming a major destination for IT, electronics and semiconductor investments. By combining commercial, residential and support infrastructure within a single campus, the project aims to create a modern technology ecosystem capable of sustaining the state's long-term digital and economic growth.
