Synopsis

• GVMC Commissioner Ketan Garg has directed officials to speed up the processing of pending building permissions, Land Regularisation Scheme (LRS) applications and Transferable Development Rights (TDR) approvals to improve service delivery across Visakhapatnam.
• The civic administration reviewed approval pendency levels and flagged delays affecting planning, development and citizen-related applications, calling for stronger inter-departmental coordination.
• Faster clearances are expected to support urban development, improve investor confidence, reduce procedural bottlenecks and ensure timely implementation of real estate and infrastructure projects.

The Greater Visakhapatnam Municipal Corporation (GVMC) has initiated measures to accelerate the processing of building permissions, Land Regularisation Scheme (LRS) applications and Transferable Development Rights (TDR) approvals, signalling a renewed focus on administrative efficiency and urban development.
During a review meeting with senior officials, GVMC Commissioner Ketan Garg expressed concern over delays in granting various planning and development approvals. He directed the concerned departments to streamline procedures and ensure that applications are processed within stipulated timelines.
The commissioner reportedly reviewed the status of pending building permission files, LRS proposals and TDR cases, highlighting the need for quicker decision-making and improved coordination among different wings of the civic administration. Officials were instructed to identify bottlenecks that contribute to delays and take corrective measures to expedite approvals.
Building permits remain a critical component of Visakhapatnam's urban growth strategy as the city continues to witness increasing residential, commercial and mixed-use development activity. Delays in approvals can affect project timelines, investment decisions and overall development momentum, making efficient processing a key priority for the civic body.
The review also focused on applications filed under the Land Regularisation Scheme, which seeks to bring unapproved layouts and plots into the formal planning framework. Speedier disposal of such applications is expected to provide greater clarity to property owners while supporting planned urban expansion.

Similarly, the commissioner stressed the need to fast-track Transferable Development Rights approvals, an important mechanism used in infrastructure projects and land acquisition processes. Timely clearance of TDR proposals can facilitate public projects while ensuring that eligible landowners receive benefits without prolonged waiting periods.
Officials were further instructed to closely monitor application pendency levels and strengthen accountability across departments responsible for processing approvals. The civic administration is expected to undertake regular reviews to assess progress and ensure compliance with the prescribed timelines.
The initiative reflects GVMC's broader efforts to improve governance standards and enhance citizen-centric service delivery. Industry stakeholders believe faster approval mechanisms can help improve investor confidence, support real estate development and contribute to more efficient urban planning outcomes in Visakhapatnam.
With development activity continuing across the city, the administration's emphasis on reducing procedural delays is expected to play a crucial role in facilitating future growth while improving the overall ease of doing business in the urban local body.
