Bihar has unveiled an ambitious industrial development plan that includes the creation of 11 mega industrial parks and a 50,000-acre land bank aimed at accelerating investment, manufacturing and employment generation across the state.
The decision was taken during a review meeting of the Industries Department chaired by Chief Minister Samrat Choudhary, where officials were directed to speed up efforts to strengthen Bihar’s industrial infrastructure and make the state more attractive for investors.
A key component of the plan is the creation of a 50,000-acre land bank to ensure that industrial projects have access to readily available land. Land availability has traditionally been one of the major challenges faced by industries looking to set up operations, and the proposed land bank is expected to streamline the process of project implementation and industrial expansion.
Alongside the industrial parks, the state government has also proposed the development of food parks in all 38 districts. The initiative is expected to support agro-based industries, improve value addition for agricultural produce and create employment opportunities at the local level. Bihar has a strong agricultural base, and the government sees food processing as an important sector for driving industrial growth in the coming years.
During the meeting, Choudhary stated that industrialisation remains a key driver of economic development and employment creation in the state. He directed officials to ensure that necessary infrastructure and policy support are made available to encourage investments and facilitate faster project execution.
The chief minister also asked departments to simplify approval processes and improve transparency in regulatory procedures. The focus is on strengthening Bihar’s ease of doing business framework and reducing hurdles for companies planning to invest in the state.
The government has identified sectors such as food processing, textiles, pharmaceuticals and micro, small and medium enterprises (MSMEs) as priority areas for future growth. Officials have been instructed to work towards establishing a textile industrial centre and creating a stronger ecosystem for startups and entrepreneurs.
The latest announcement builds on Bihar’s ongoing efforts to expand its industrial footprint. In recent years, the state has taken steps to develop new industrial areas, improve industrial infrastructure and increase land availability through the Bihar Industrial Area Development Authority (BIADA). The government has also been promoting investment across sectors through industrial policies and infrastructure development initiatives.
Industry experts believe that the proposed mega industrial parks could help create dedicated industrial clusters, improve supply chain efficiencies and attract both domestic and international investments. Combined with the planned land bank, the initiative is expected to provide greater certainty to investors looking for large-scale industrial opportunities in the state.
The move comes at a time when several states are competing to attract manufacturing investments, making industrial infrastructure, land availability and faster approvals critical factors in investment decisions. Bihar’s latest push reflects its efforts to position itself as a stronger industrial destination while supporting economic growth and job creation.
