Delhi to seal buildings without fire safety approvals after Malviya Nagar blaze

Synopsis

The Delhi government has announced a crackdown on buildings operating without mandatory fire safety clearances following the fatal fire at a hotel in Malviya Nagar that claimed 21 lives. Authorities have directed civic agencies to identify and seal properties lacking fire safety No Objection Certificates (NOCs) and other statutory approvals. The action comes amid growing scrutiny of safety violations after investigations revealed multiple lapses at the affected property, including the absence of fire clearance and unauthorised construction. The enforcement drive will cover hotels, commercial establishments and other high-risk buildings across the capital as authorities seek to strengthen compliance with fire safety regulations and prevent similar incidents.

The Delhi government has ordered strict action against buildings operating without mandatory fire safety approvals following the deadly fire at a hotel in Malviya Nagar that killed 21 people. Authorities have directed enforcement agencies to identify and seal properties lacking fire safety No Objection Certificates (NOCs) and other statutory permissions as part of a wider city-wide compliance drive.
The decision comes in the aftermath of one of the capital’s deadliest recent fire incidents, which triggered concerns over regulatory enforcement and building safety standards. Investigations into the Malviya Nagar fire have revealed several alleged violations, including the absence of a fire safety clearance, unauthorised construction and significant deviations from approved operating conditions.
According to government officials, the enforcement exercise will focus on buildings that pose elevated public safety risks, including hotels, guest houses, commercial establishments, restaurants, nursing homes and other high-occupancy properties. The administration has indicated that properties found operating without valid approvals could face sealing and other regulatory action.
The move follows directions issued by Delhi Lieutenant Governor Taranjit Singh Sandhu, who ordered a month-long fire safety inspection campaign across vulnerable commercial establishments. The inspections are intended to identify fire hazards, verify compliance with safety norms and ensure that required approvals remain valid and up to date.
Investigators examining the Malviya Nagar incident found that the property allegedly lacked a mandatory fire NOC and was operating beyond its permitted capacity. Reports also pointed to illegal construction, inadequate firefighting systems and limited evacuation routes, factors that may have contributed to the scale of the tragedy.
The incident has also renewed attention on previous concerns regarding fire safety enforcement in the capital. Reports indicate that the Delhi High Court had earlier directed authorities to address deficiencies in fire safety measures across hotels, restaurants and hospitality establishments, highlighting concerns about compliance and monitoring mechanisms.
In parallel, civic authorities have initiated separate inquiries into the incident. A high-level probe has been ordered to examine possible violations of building regulations, fire safety norms and any administrative lapses by municipal officials. Authorities are also reviewing whether additional enforcement measures are required to improve compliance across the city’s building stock.
For the real estate sector, the crackdown is expected to increase scrutiny of fire safety compliance across commercial and hospitality assets. Industry stakeholders anticipate that developers, building owners and operators will face greater pressure to maintain valid fire approvals, conduct periodic safety audits and ensure adherence to building regulations as enforcement intensifies across Delhi.
