Himachal to frame land pooling policy as BBN satellite township plans gather pace

Synopsis

The Himachal Pradesh government has decided to prepare a Land Pooling Policy modelled on successful land assembly frameworks adopted in other states, including Punjab, as part of its broader urban planning and decongestion strategy. The decision was taken during a meeting of a Cabinet Sub-Committee chaired by Revenue, Horticulture and Tribal Development Minister Jagat Singh Negi. The committee reviewed plans for a new township in the Baddi-Barotiwala-Nalagarh (BBN) industrial belt and a proposed satellite town inspired by Chandigarh’s development model. Officials informed the panel that around 7,042 bighas of land had already been consolidated for the project. The meeting also focused on reducing traffic congestion in Shimla through infrastructure upgrades, relocation of wholesale markets and improved traffic management measures across key junctions.

The Himachal Pradesh government has decided to formulate a comprehensive Land Pooling Policy based on successful land assembly models implemented in other states, including Punjab, to support planned urban expansion and address congestion challenges in key urban and industrial centres. The decision was taken during a meeting of the Cabinet Sub-Committee chaired by Revenue, Horticulture and Tribal Development Minister Jagat Singh Negi. 
The committee was constituted to examine measures aimed at reducing congestion in Shimla, the Baddi-Barotiwala-Nalagarh (BBN) industrial region and district headquarters across the state. A key area of focus was the relocation of wholesale markets and the development of planned urban settlements to accommodate future growth. 
During the meeting, members held detailed discussions on the proposed development of a new township in the BBN region, one of Himachal Pradesh’s largest industrial clusters. The committee also reviewed plans for establishing a satellite town on the lines of Chandigarh as part of efforts to promote organised urban development and ease pressure on existing urban centres. 
Officials from the Solan district administration and the Himachal Urban Development Authority (HIMUDA) informed the committee that approximately 7,042 bighas of land had been consolidated for the proposed township project. The availability of a sizeable contiguous land parcel is expected to facilitate planning and implementation of the development initiative. 
Apart from township planning, the committee undertook a detailed review of traffic congestion issues in Shimla. Several major bottlenecks across the city were identified and examined, including Chhota Shimla Chowk, Sanjauli Chowk, Baluganj Junction, Tutikandi Junction, Dhalli Bypass-Tunnel Chowk, Kasumpti Junction, Dhalli Bus Stand Chowk, IGMC Bypass Chowk, Khalini Chowk, University Junction, Victory Tunnel Chowk, Talland Junction and the Local Bus Stand area, along with other locations flagged by the Town and Country Planning Department. 
To address these challenges, the Public Works Department, Himachal Pradesh Road and Infrastructure Development Corporation (HPRIDC) and Ropeway and Rapid Transport System Development Corporation (RTDC) were directed to carry out regular inspections of identified junctions and prepare time-bound action plans for implementing congestion-relief measures. 
The committee also discussed relocating wholesale markets that contribute to traffic congestion within Shimla city limits. Authorities were asked to examine suitable sites along the newly developed four-lane highway outside the city for shifting such markets. 
In addition, the Superintendent of Police, Shimla, was instructed to strengthen traffic management measures in key locations including Shoghi and Dhami. Directions were also issued to prevent parking on both sides of roads and to identify locations where additional parking infrastructure may be required. Rural Development and Panchayati Raj Minister Anirudh Singh and Public Works Minister Vikramaditya Singh also attended the meeting.
