Jharkhand panel flags INR 200 crore land deal by BCCL, eyes INR 1,000 crore recovery from coal PSUs

Synopsis

A special committee of the Jharkhand Assembly has examined concerns related to mining activities and overburden dumping on private, government, and forest lands in Dhanbad district. The panel chairperson stated that Bharat Coking Coal Limited (BCCL) has paid INR 200 crore to the state for using government land for mining purposes. The committee also noted that Central Coalfields Limited and Eastern Coalfields Limited have acknowledged similar usage and are expected to contribute over INR 1,000 crore in revenue. The panel is also focused on ensuring fair compensation to landholders affected by mining operations.

A special committee of the Jharkhand Assembly reviewing mining-related concerns in Dhanbad district has reported that Bharat Coking Coal Limited (BCCL) has transferred INR 200 crore to the state government for the use of government land in mining activities. 
The committee, which is examining issues related to mining operations and overburden dumping on raiyat (private landholders), government land, and forest land, is also looking into activities carried out by coal public sector undertakings such as BCCL, Eastern Coalfields Limited (ECL), Central Coalfields Limited (CCL), along with various outsourcing agencies operating in the region. 
The committee chairperson, Mathura Mahato, stated that BCCL has used not only private raiyat land but also government-owned land for mining. He noted that the value for such land usage was assessed at INR 200 crore, which was accepted by BCCL and deposited into the state government’s account. 
Mahato further indicated that CCL and ECL have also acknowledged the use of government land for mining activities and have agreed to pay revenue to the state. The total expected revenue from these companies is projected to exceed INR 1,000 crore. 
The issue was initially raised in the state assembly around nine months ago by MLA Chandradev Mahato, who highlighted overburden dumping by an outsourcing firm in Suranga. Following this, the special committee was formed to investigate the matter in detail. 
The committee has stated that its objective is to ensure that all raiyats whose land has been used for mining receive appropriate compensation. It also confirmed that both the Dhanbad district administration and BCCL have been directed to address the concerns raised by affected landholders. 
According to committee members, BCCL has acknowledged that compensation will be provided to raiyats impacted by mining operations. 
Nirsa MLA Arup Chatterjee, also part of the committee, said the panel aims to prevent revenue losses and ensure timely compensation for landholders affected by mining activity. He added that a wider assessment will be carried out to determine the extent of government land used without authorisation over the past five to six decades, after which recovery and compensation measures will be considered. 
Based on a proposal from the Dhanbad Deputy Commissioner Aditya Ranjan, the committee has also decided to conduct a drone-based survey to map land usage accurately. The administration noted that high-density 3D imaging would be used to create a detailed digital terrain model and topographical maps, and consultations will be held with IIT (ISM) Dhanbad to speed up the process. 
The committee has further instructed that surveys be conducted for government lands allegedly used without permission by Maithon Power Limited in Nirsa, as well as Tata Colliery operations in Sijua and Bhelatand.
