Rajasthan Revises Building Rules to Strengthen Fire Safety and Structural Compliance

#Law & Policy#Infrastructure#India#Rajasthan
Synopsis

• Rajasthan has amended provisions under its building regulations to align construction approvals with updated fire safety directives issued by the state government.
• The changes mandate greater adherence to relevant Indian Standard (IS) codes covering fire protection, structural safety, water services, sanitation, lightning protection and earthquake-resistant construction.
• Developers, architects and structural engineers will now be required to provide enhanced compliance certifications and undertakings during approval and occupancy processes.

The Rajasthan government has introduced amendments to its building regulations aimed at strengthening fire safety, structural resilience and technical compliance standards across construction projects in the state. The revised provisions incorporate updated requirements linked to fire safety directives issued by the government and place greater emphasis on adherence to relevant Indian Standard (IS) codes during planning, construction and occupancy stages.
Under the revised framework, multiple provisions relating to water services, sanitation systems, septic tanks, common telecom infrastructure and building safety have been aligned with applicable national standards. The amendments specify that building-related infrastructure and services must comply with prescribed Indian Standard codes governing water supply, drainage and other essential utilities.
The updated regulations also reinforce responsibilities for architects, structural engineers and technical professionals involved in project development. Registered professionals will be required to certify that building plans, structural designs and safety measures conform to relevant building by-laws, fire safety provisions and structural standards before approvals are granted. Occupancy and completion certifications will similarly depend on compliance with these requirements.
A notable aspect of the amendments is the increased focus on fire protection systems. Developers must ensure that projects comply with state fire safety directives and obtain the necessary clearances where required. The revised provisions integrate fire safety considerations into planning, construction and occupancy procedures, reflecting the government's broader effort to strengthen safety standards in urban development.
The changes also introduce provisions relating to lightning protection systems in buildings, requiring compliance with internationally recognised standards for protection against lightning-related risks. In addition, developers will need to provide undertakings regarding the installation and operation of sewage treatment and wastewater treatment infrastructure where applicable.
Further amendments revise certification formats and affidavits submitted during the approval process. These documents will now require explicit confirmation that projects comply with relevant Indian Standard codes, fire safety regulations and earthquake-resistant construction requirements. Architects, structural engineers and developers will jointly bear responsibility for certifying such compliance.
The move is expected to strengthen regulatory oversight of building construction across Rajasthan while promoting safer and more resilient urban development. By linking approvals and occupancy permissions to stricter compliance standards, the revised framework seeks to ensure that new developments meet evolving safety and infrastructure requirements.
