Bundelkhand Industrial Development Authority (BIDA), a Uttar Pradesh government body headquartered in Jhansi, issued a Request for Proposal in April 2025 to select a consultant for technical and financial feasibility studies and preparation of detailed project reports for the Activation Area of its Master Plan 2045. The assignment spans 12 infrastructure segments including a 38-kilometre greenfield expressway, power transmission, water supply, sewage treatment, and ICT systems. Eligible bidders must demonstrate a minimum average annual turnover of INR 75 crore, with the 12-month contract open to consortia of up to three firms.
The Bundelkhand Industrial Development Authority (BIDA), an industrial development body established by the Government of Uttar Pradesh, issued a Request for Proposal in April 2025 to select a consultant for conducting technical and financial feasibility assessments, preparing detailed engineering designs, and drafting detailed project reports for multiple infrastructure components planned within the Activation Area of its Master Plan 2045. The RFP, bearing reference number 02/CIVIL/DPR/2025-26, was floated on the Government e-Marketplace portal with a bid submission deadline of 2 June 2025.
The Activation Area forms the first phase of a multi-phase development under the BIDA Master Plan 2045, which envisions a self-sustaining industrial city in the Bundelkhand region — a geography historically identified as economically underdeveloped. BIDA has articulated its intent to develop the area as an industrial enclave anchored in ecological sustainability, with land parcels planned for manufacturing use alongside residential, commercial, and green zones.
The scope of the assignment is extensive. The appointed consultant will be required to prepare DPRs across 12 broad infrastructure categories: a 38-kilometre, six-lane greenfield expressway logistics corridor with 15 kilometres of accompanying service roads; 132/33 kV power transmission infrastructure including substations and solar installations; a freshwater supply network designed to meet a daily demand of 20 million litres per day sourced from Bijauli; stormwater drainage and pond systems; sewage networks, intermediate pumping stations, and treatment plants; potable and recycled water distribution; solid waste management facilities; landscape components; an administration building and boundary works; power supply and street lighting; internal roads; and an integrated ICT and SCADA system.
Beyond engineering design, the consultant will be responsible for financial feasibility assessments of each infrastructure component on a standalone or packaged basis. This includes developing project structuring models across engineering, procurement, and construction and public-private partnership routes, and recommending appropriate financing mechanisms that may include government funding, private investment, or donor contributions.
To be eligible, applicants must be registered entities under Indian law with operational offices in India for at least five years as of the proposal due date, and must hold valid GST and income-tax registrations. On financial capacity, bidders must demonstrate an average annual turnover of at least INR 75 crore across three consecutive financial years ending 31 March 2024. On technical experience, applicants must have completed DPR preparation for trunk infrastructure within industrial townships, special economic zones, special investment regions, or urban infrastructure of value not less than INR 200 crore each — with a minimum of two such projects, or at least one project valued at INR 600 crore or more, undertaken within the preceding 15 years.
Consortium participation is permitted for a maximum of three firms including the lead member, provided each partner holds an equity stake of 26 per cent or more. The earnest money deposit is fixed at INR 7,50,500, and the bid processing fee is set at INR 25,000 plus GST at 18 per cent. Consultant selection will be carried out through the Quality-cum-Cost Based Selection method, weighted at 80:20 between technical and financial scores. The contract duration is 12 months, with provision for extension by mutual agreement. Proposal validity extends for 180 days from the proposal due date.
