Kanpur steps up anti-encroachment drive to tackle flooding and congestion

Synopsis

The Kanpur Municipal Corporation (KMC) has launched a major anti-encroachment drive to combat urban congestion and waterlogging ahead of the monsoon. Over 500 illegal structures-ranging from tin sheds to permanent buildings-were removed across all six city zones, particularly those obstructing drains and stormwater routes. Notable clearances occurred in Zones 1 and 3, where extensive encroachments along key drainage paths were dismantled. The campaign also involved desilting efforts and removal of unauthorized shops, hoardings, and obstructions. With local resistance in some areas, authorities enforced the action with police support. This drive supports state directives aimed at improving drainage and public space access.

In an effort to address the issues of urban congestion and waterlogging, the Kanpur Municipal Corporation (KMC) began a comprehensive anti-encroachment campaign throughout the city earlier this week. The initiative resulted in the removal of more than 500 illegal constructions, with municipal teams targeting encroachments built over drains and nullahs that have long obstructed the city's stormwater flow.

This city-wide campaign, which covered all six zones under KMC jurisdiction, was aimed at ensuring unimpeded drainage ahead of the monsoon season. Enforcement squads dismantled structures varying from temporary tin sheds and shanties to permanent encroachments that had been constructed illegally across major drainage routes.

Zone 1 saw significant activity, with roughly 150 temporary structures taken down between Lucknow Gate and Murray Company Bridge. An additional 25 were removed between Mehfil Restaurant and Bhagwat Das Ghat, and 50 encroachments were cleared from Elgin Mill to Khalwa Crossing.

In Zone 2, three permanent structures near RN Hospital in Marcharia Rajiv Nagar, up to Barkati Mosque, were razed. Simultaneously, desilting work was carried out from Virendra Swarup School in Shyam Nagar to the nearby railway crossing to enhance drainage efficiency.

Zone 3 witnessed one of the most extensive clean-up efforts, with approximately 146 unauthorized structures removed. These included tin sheds, shop extensions, ramps, and shanty stalls. Beginning at Machli Wala Hata and extending to Lal Imli Crossing, the teams cleared 80 permanent encroachments, 25 tin sheds, 15 shanty shops, 10 tarpaulin-covered setups, and a mix of 10 permanent and 40 temporary structures. The operation also led to the removal of two unauthorized liquor shops and two dosa stalls. Nearly 100 illegal hoardings and banners were taken down, and 15 tables and chairs were confiscated for obstructing public pathways.

Zone 4 witnessed the demolition of 55 temporary and 15 permanent encroachments, many of which had been built across drains. In Ambedkar Nagar, 24 permanent and 54 temporary structures were removed. Additionally, authorities collected INR 12,000 in user charges during this phase of the operation. Police and administrative personnel had to intervene to manage resistance from locals who opposed the drive.

This campaign builds upon previous clean-up efforts initiated by KMC over the past few years, during which the civic body has repeatedly flagged illegal constructions as a key contributor to Kanpur's infrastructure woes, particularly during the monsoon season. The drive also falls in line with state-level directives encouraging urban bodies to prioritise drainage management and public space accessibility.
