Maharashtra government will initiate Aadhaar linkage for 2.62 crore rural land parcels and 81 lakh urban properties starting this month. This consent-based initiative aligns with the central Agristack program and aims to streamline land governance by integrating Aadhaar with 7/12 extracts. The process will also support the ULPIN system, assigning unique identifiers to land parcels. Benefits include enhanced transparency, prevention of fraudulent transactions, and ensuring accurate delivery of government benefits like PM-Kisan and crop insurance. Initially focusing on rural areas, the initiative is expected to transform land record management across the state, benefitting landowners with accurate and accessible records.
Beginning later this month, the Maharashtra government is preparing to implement the consent-based Aadhaar linkage procedure for landowners in the 7/12 extracts. State settlement commissioner's office officials attested that the idea has been pending approval for more than a year. The central government's Agristack program, which aims to digitise agriculture and provide farmer IDs for rural land parcels, is in line with this voluntary connection.
This program's main objective is to provide farmer IDs for a range of benefits, including crop insurance, PM-Kisan, and other government initiatives. In addition, farmers will have the choice to freely connect their land records and Aadhaar IDs. The connecting process would initially be implemented for rural land parcels before being extended to urban ones, according to Sarita Narke, the state director of the revenue IT division at the settlement commissioner's office. This will guarantee the accuracy of land records and assist in resolving ongoing problems with landholding identification, especially with regard to sensitive data.
This program is a component of the central government's larger effort to increase land governance's transparency. Before the end of the fiscal year, Maharashtra, Rajasthan, and Gujarat would be among the first states to adopt this approach, according to officials. By assigning an alphanumeric identifier to each surveyed land parcel, the linkage procedure will help Maharashtra successfully implement ULPIN (Unique Land Parcel Identification Number), also known as Bhu-Aadhaar, which was implemented two years ago.
Additionally, the Aadhaar linkage procedure would guarantee that recipients of central schemes receive their benefits and assist in weeding out illicit (benami) transactions. This project is anticipated to provide substantial benefits for Maharashtra, which would further streamline land records administration and enhance governance, with 2.62 crore 7/12 extracts in rural areas and over 81 lakh in urban areas.
In Maharashtra, implementing voluntary Aadhaar linking for land records is an essential first step in enhancing the effectiveness and transparency of land governance. To overcome identification problems, cut down on fraudulent transactions, and guarantee that benefits reach the right people, the state is tying Aadhaar to land parcels. Prior initiatives, like the ULPIN system, which has already advanced the mapping of land parcels, are complemented by this one. According to the plan, both rural and urban landowners will gain from a more efficient, transparent, and easily available land records system when it is implemented.
