Odisha allows fire safety certification for pre-2017 buildings without prior plan approval

31 Mar 2025

The Odisha government has introduced a major policy change allowing buildings constructed before 2017 to obtain fire safety certificates without prior building plan approval. This amendment to the Odisha Fire Prevention and Fire Safety Rules, 2025, separates fire safety certification from building plan compliance, addressing challenges faced by older structures like hospitals, educational institutions, and hotels. Previously, the 2017 regulations mandated that buildings comply with the Orissa Development Authorities Act, 1982, for fire certification. The updated policy ensures that upon application, such buildings will be inspected and guided on fire safety measures, facilitating compliance and improving safety standards.
