Rajasthan announces policy for water connections for high-rise buildings

Synopsis

The Public Health Engineering Department (PHED) minister in Rajasthan, India has released a policy for providing water connections to multi-storey buildings in urban areas. The policy will be applicable across all urban areas and provide relief to over 25 lakh families. Domestic drinking water demand will be calculated based on the carpet area of the building, and the cost of infrastructure to be set up by PHED will be a one-time fee. The remaining 75% of the one-time fee will be payable along with the water consumption bill in 60 equal instalments with 9% simple interest per year.

The Public Health Engineering Department (PHED) Minister of Rajasthan, Mahesh Joshi, has released a new policy


for providing water connections to multi-storey buildings in urban areas, which will benefit over 25 lakh families in

the state. The policy, approved by the cabinet, requires residential welfare associations (RWAs) and developers to

apply for a drinking water connection in the superintending engineer’s office concerned for residential multi-storey

buildings.

The application must include a map of the building, approved by the competent authority, showing the category

(residential/commercial) of all units and the unit-wise carpet area. The definition of a multi-storey building in the

policy is one with a height of more than 15 metres from the plinth. If the ground floor is on a stilt or podium, the

roof/podium level of the stilt floor will be considered for measuring the height.

The policy calculates the domestic drinking water demand in multi-storey buildings according to five persons per flat

in flats up to 1,500 sq feet carpet area and seven persons per flat in flats of more than 1,500 sq feet carpet area. The

cost of infrastructure required by the PHED to provide drinking water will be taken as a one-time fee, calculated based

on the total carpet area of the multi-storey building.

The rates of the one-time fee for residential buildings will be INR 25 per sq foot of the total carpet area and INR 42

per sq foot of the total carpet area in commercial buildings. For multi-storey buildings with mixed usage, the rate will

be INR 25 per sq ft of the total carpet area of the residential area and commercial rates for the part of the building used

for commercial purposes.

For providing drinking water in multi-storey institutional or industrial buildings, the share amount will be payable in

full amount of the actual cost of the departmental infrastructure. The minimum amount of 25 per cent of the one-time

fee will be paid by the RWA or be deposited by the developer. The remaining 75 per cent of the one-time fee will be

payable along with the water consumption bill in 60 equal instalments with 9 per cent simple interest per year.

Under the policy, first preference will be given to providing drinking water connections to residential buildings,

second preference to commercial buildings, and third preference to institutional/industrial multi-storey buildings.

This policy is part of the state government's scheme to provide drinking water connections to multi-storey buildings in

urban areas through the PHED. The policy aims to ensure that residents of multi-storey buildings in urban areas have

access to clean drinking water, which is essential for maintaining good health and hygiene. The PHED Minister has

called for cooperation from RWAs and developers in implementing the policy to ensure that the benefits of the policy

reach the maximum number of people. The policy is expected to have a positive impact on the overall health and well-

being of the people living in multi-storey buildings in Rajasthan's urban areas.
