The Navi Mumbai Municipal Corporation (NMMC) and Navi Mumbai Police Commissionerate have launched a 11-bed de-addiction and rehabilitation centre at the Mother Teresa building in Sector 8, CBD Belapur, to provide treatment, counselling and rehabilitation support to people affected by substance dependence. Maharashtra Chief Minister Devendra Fadnavis inaugurated the facility virtually from D Y Patil University of Excellence, Nerul, during the launch of the Navi Mumbai Police’s ‘Campus Connect’ campaign under the ‘Drug-Free Navi Mumbai’ initiative. The centre will be operated by Bandhilki Foundation and will provide rehabilitation, life-skills, vocational training, skill development, recreational and patient-support programmes. It will also involve families in counselling and follow-up support, with psychiatrists, psychologists or counsellors, nurses and other trained personnel providing care.

Maharashtra Chief Minister Devendra Fadnavis inaugurated the facility virtually on 23 August from D Y Patil University of Excellence, Nerul, during the launch of the Navi Mumbai Police’s ‘Campus Connect’ campaign.
The campaign has been introduced under the Navi Mumbai Police’s ‘Drug-Free Navi Mumbai’ initiative and is aimed at addressing both the supply and demand for narcotic substances. Fadnavis said the campaign’s focus on creating awareness across educational institutions was important for preventing young people from becoming involved in substance use. He also said students affected by addiction should be approached with support and treatment rather than being treated as criminals.
Under ‘Campus Connect’, educational campuses across Navi Mumbai are intended to become centres for awareness against substance use, with students participating in the campaign. The initiative will also provide treatment and psychological support to young people already affected by addiction.
The need for a dedicated rehabilitation facility has increased amid concerns over substance use and mental stress in society, particularly among young people. The civic body noted that alcohol, drugs and other harmful substances can affect physical health as well as contribute to depression, fear and other psychological difficulties, with consequences for an individual’s future.
NMMC has established the centre in partnership with the Navi Mumbai Police Commissionerate to address these needs. Bandhilki Foundation will operate the facility and coordinate rehabilitation programmes, life-skills activities, skill development initiatives, vocational training, recreational activities and other patient-support services.
During the first phase, the centre will have 11 beds and provide support to patients seeking to overcome addiction. Rehabilitation assistance will also focus on helping patients return to society and live with dignity. Families will be involved through counselling and communication, while awareness programmes will support patients’ rehabilitation and social reintegration.
Following referrals from the Navi Mumbai Police, NMMC will coordinate patients’ daily care, communication with their families, counselling, rehabilitation assistance and follow-up activities. Staff will be qualified, trained and experienced, with periodic training and a supervision mechanism planned for the facility.
The centre will have psychiatrists, psychologists or counsellors, nurses, ward staff, security personnel and an experienced manager. Medical treatment will be provided under the supervision of doctors, while psychiatrists will work with patients to address fear, depression and stress. Recreational and wellness facilities will include carrom and chess, along with yoga, meditation and exercise aimed at supporting mental wellbeing, positive thinking and physical fitness.
The launch was attended by Maharashtra Forest Minister Ganesh Naik, Raigad district guardian minister Bharat Gogawale, Belapur MLA Mandatai Mhatre, Legislative Council members Ravindra Phatak and Vikrant Patil, MLA Mahesh Baldi, CIDCO Vice-Chairman and Managing Director Ashwin Mudgal, Konkan Divisional Commissioner Rubal Agarwal, Thane District Collector Dr Shrikrishna Panchal, Navi Mumbai Police Commissioner Milind Bharambe, NMMC Commissioner Dr Kailas Shinde, Panvel Municipal Commissioner Mangesh Chitale and D Y Patil University Chairman Dr Vijay Patil, among others.
